Summary of the contracting process

NHS England is seeking a provider for an anti-stigma training programme linked to its HIV opt-out testing for blood-borne viruses programme. The service is to be delivered across 61 NHS trusts, supporting staff to address stigma associated with HIV and blood-borne virus testing. This is a health and specialist training service, with delivery across the United Kingdom. The requirement is for a single programme rather than separately described regional or trust-level lots. NHS England is the buying organisation. The procurement combines education and training with a specific public health purpose: improving how HIV and blood-borne virus opt-out testing is understood and delivered in participating trusts.

NHS England invited offers through an open tender procedure. The clarification deadline was 23 October 2026 at 12:00; completed tenders were due by 11 November 2026 at 12:00. The stated initial contract period runs from 1 January 2027 to 1 January 2029, with an optional 12-month extension to 1 January 2030. The maximum value is £600,000 excluding VAT for the initial term and £900,000 excluding VAT including the extension. The single lot is assessed on technical quality (60%), social value (10%) and commercial considerations (30%). The planned award decision date is 21 December 2026. The tender description says the programme covers 61 trusts; the estimated value is based on projected trust and learner numbers, and policy or regulatory changes could alter scope and learner numbers.

The requirement is suited to providers with expertise in health training and the design or delivery of anti-stigma programmes, particularly in HIV and blood-borne virus testing. Suppliers should be able to organise and deliver a consistent programme across a large, multi-trust NHS footprint, with capacity to reach learners in participating trusts. The evaluation places most weight on the technical response, so bidders will need to demonstrate a credible delivery approach and relevant capability; social value also contributes to the assessment. The opportunity is explicitly identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The potential for policy or regulatory changes to affect scope and learner numbers makes adaptability important to delivery, although no specific accreditation or prior experience threshold is stated.
