Summary of the contracting process

Defence Equipment and Support, on behalf of the Ministry of Defence, is planning to procure a suite of ceremonial ammunition for the Royal Navy’s 3-pounder saluting gun, the Army’s Quick Fire 13-pounder field gun and the L118 105mm light gun. The requirement covers 3-pounder ammunition and several 13-pounder charges, including a new Charge 4 requirement, as well as 105mm ammunition. The ammunition must produce the required audible and visible ceremonial effects in daylight and at night, while controlling risks to personnel, the public and the environment. It must remain effective over its service life and operating environments, and be suitable for authorised storage, handling and transport. The procurement is for goods in the defence and ammunition sector.

This is at the planning stage: the buyer has stated an intention to procure, but has not yet issued an invitation to tender. An open procedure is planned for a single lot. The buyer expects to publish a further notice on 1 December 2026. A preliminary market engagement scoping exercise has sought indicative pricing and delivery schedules to inform financial planning and preparation for a possible competition. Suppliers were invited to submit expressions of interest and clarification questions by 22 October 2026. The anticipated contract period runs from 1 March 2027 to 8 March 2030, with a possible extension to 8 March 2032. No procurement budget or estimated value is stated.

The requirement is suited to suppliers able to provide ceremonial ammunition compatible with the specified naval and Army guns, including the 3-pounder, 13-pounder and 105mm systems. Relevant capability includes demonstrating safe and reliable performance, producing audible and visible effects by day and night, and ensuring the ammunition remains effective across its service life and operating environments. Suppliers should be prepared to address safety requirements covering noise, debris and combustion products, as well as authorised storage, handling and transport. Manufacturing capacity, production lead times, delivery schedules, packaging, proof and assurance activities, and compatibility with in-service guns are all relevant to the buyer’s planning. The buyer has indicated that SMEs are suitable. Earlier engagement gives no competitive advantage; participation is voluntary and at suppliers’ own cost.

Planning Information

The Authority undertook pre-market engagement in the form of a scoping exercise intended to obtain Rough Order of Magnitude (ROM) pricing and indicative delivery schedules to support financial planning, development of the business case and preparation for a potential competition. The engagement considered the potential supply of ceremonial ammunition, including packaged and unpackaged pricing, manufacturing and lead times, compatibility with in-service guns, technical and acceptance requirements, packaging, proof and assurance activities, and opportunities to accelerate production and delivery. The engagement took place in the form of a visit to the supplier site on 05/02/26 to view proof firings of 105mm (HW) and 25 Pounder and view production facilities. All further engagement occurred primarily through email correspondence between 10th September and 25th September 2026. Engagement was subsequently brought to an end in anticipation of progressing towards a potential competitive procurement. To ensure a fair and transparent process, relevant information concerning the requirement that was discussed or shared during the earlier engagement, will be made available to all suppliers participating in the wider pre-market engagement. This is intended to ensure that interested suppliers have access to the same relevant information when considering the requirement and providing their responses. Interested suppliers should submit expressions of interest and any clarification questions via the Request for Information form (RFI) linked below and the email address supplied in this notice respectively by 22/10/26. If you experience any issues accessing or completing the form please contact Ella.Mulcahy100@mod.gov.uk. Relevant clarification information will be shared with participating suppliers where appropriate to ensure equal access to information. https://forms.cloud.microsoft/e/V2N3GQja2p Participation in the pre-market engagement, including any previous engagement with the Authority, will not provide a supplier with any advantage in any subsequent procurement process. Participation in all preliminary market engagement is voluntary and at each organisation’s own cost. The pre-market engagement does not constitute a commitment by the Authority to undertake a procurement, nor does it form part of any supplier selection or evaluation process. The Authority appreciates participation in this RFI and acknowledges the limited timeframe for responses. These timescales are necessary due to the nature and circumstances of the procurement.
