Summary of the contracting process

North East Combined Authority plans to appoint an independent evaluation partner for the North East Community Impact Fund. The work is programme-level evaluation of the fund’s implementation, emerging outcomes and value for money across its different components. The fund supports the voluntary, community and social enterprise sector to strengthen its capacity, capability and sustainability, and to develop more preventative, outcomes-based services. The evaluation will cover support for VCSE capability and commissioning readiness as well as the development and delivery of services. It will draw together evidence from funded activity and establish a basis for assessing the fund’s longer-term contribution to outcomes for children and families experiencing poverty. Findings are intended to support future commissioning, investment and VCSE support across the North East of England.

This procurement is at the planning stage: the buyer has described an intention to procure, but has not issued an invitation to tender. It expects to use an open procedure and has set out a single lot. The estimated contract value is £300,000. The buyer’s indicative timetable gives 16 October 2026 as the expected date for the next procurement notice, 10 November for the anticipated tender closing date, 5 November for enquiries to close, and 22 December for the expected award decision. The anticipated contract period runs from 18 January 2027 to 31 March 2029, with a possible six-month extension to 30 September 2029. Quality carries 80% of the evaluation weighting and price 20%.

The work is suited to independent evaluation consultancies, social research firms and organisations experienced in evaluating complex, multi-component programmes. Strong candidates will be able to assess implementation and emerging outcomes, judge value for money, bring together evidence from varied funded activities, and set out a credible approach to understanding longer-term effects on children and families. Experience of work involving poverty, family services, prevention, outcomes-based delivery or the VCSE sector would be directly relevant to the fund’s purpose. The partner will also need to turn evaluation findings into practical recommendations and support continuous learning and improvement during delivery. The buyer has indicated that small and medium-sized businesses and voluntary, community and social enterprises are suitable suppliers for this work.
