Summary of the contracting process

North East Combined Authority plans to appoint a programme management office (PMO) partner for its Community Impact Fund. The partner will provide central programme management and coordination, supporting governance and reporting, financial and contract management, delivery-partner performance against agreed outcomes and milestones, and programme risks and dependencies. The work also covers developing and managing Social Outcomes Partnerships, coordinating delivery partners, investors, commissioners and outcomes payers, and ensuring the Better Futures Fund element is used effectively within the programme. The fund aims to improve outcomes for children and families experiencing poverty by strengthening the capacity, capability and sustainability of voluntary, community and social enterprise organisations and encouraging preventative, outcomes-based service delivery. Delivery is across the North East, including County Durham, the North East Combined Authority area and Tyne and Wear.

This is at the planning stage: the buyer has set out its intention to procure, but has not yet invited tenders. It expects to use an open procedure. The procurement is planned as one lot, with a gross estimated value of £680,000. The anticipated contract period is 18 January 2027 to 31 January 2029, with one optional six-month extension, to 30 June 2029. The buyer expects to publish the next notice by 16 October 2026. For the planned evaluation, quality carries 80% of the weighting and price 20%. The lot is identified as suitable for SMEs and voluntary, community and social enterprise suppliers.

This work is suited to organisations able to run a multi-partner public programme and provide robust programme-office support across governance, reporting, finance, contracts, performance, risk and dependencies. Suppliers should be prepared to manage relationships across voluntary, community and social enterprise delivery partners, investors, commissioners and outcomes payers, and to support Social Outcomes Partnerships. Experience of outcomes-based commissioning or delivery, preventative services for children and families experiencing poverty, and coordinating investment would be relevant to the stated purpose. The buyer also needs effective management of delivery partners against agreed outcomes and milestones, and the ability to make use of the Better Futures Fund element. The buyer has marked the work as suitable for SMEs and voluntary, community and social enterprise organisations; no specific accreditations or minimum capability thresholds are set out at this planning stage.
