Summary of the contracting process

The North East Combined Authority intends to appoint a grant administration partner for the North East Community Impact Fund. The partner will administer grants to voluntary, community and social enterprise organisations across the North East. The fund aims to improve outcomes for children and families experiencing poverty by strengthening the VCSE sector and supporting more preventative, outcomes-based services. The work covers the full grant-administration cycle: managing applications and assessment, carrying out due diligence, preparing grant agreements, processing payments, monitoring delivery and maintaining programme information. The partner will also work with the authority’s programme management office and other delivery partners on referrals, reporting, governance and funding decisions. This is a grant-management and programme-support service, rather than a contract to deliver frontline services directly.

This is at the planning stage: the authority has expressed its intention to procure, but has not yet invited tenders. It expects to publish the next notice on 16 October 2026 and intends to use an open procedure. The estimated contract value is £308,000 including VAT. The planned contract is expected to run from 18 January 2027 to 31 January 2029, with a single six-month extension option that could extend it to 30 June 2029. The procurement is planned as one lot. The stated evaluation weighting is 80% quality and 20% price. No response deadline should be treated as set at this planning stage.

This work is likely to suit organisations with practical experience administering grant programmes for charities, community organisations or other VCSE bodies. Relevant strengths include designing and running application and assessment processes, proportionate due diligence, grant contracting, payment administration, delivery monitoring and accurate programme management information. Suppliers will need to coordinate effectively with a public authority, a programme management office and other delivery partners, particularly around referrals, reporting and governance. The programme’s focus on children, families experiencing poverty and preventative services makes familiarity with the VCSE sector and outcomes-based funding relevant. The procurement is identified as suitable for SMEs and VCSEs, so specialist grant administrators and smaller organisations may be well placed to prepare for the competition. No particular accreditation or qualification is stated.
