Summary of the contracting process

Perry Hall Multi-Academy Trust plans to procure school catering services and related goods for its schools in Wolverhampton and surrounding areas. The Trust has 10 primary schools serving about 3,500 pupils, and may add schools that join during the contract. Work is expected to cover daily meal preparation and service, including free, infant free and paid meals; breakfast clubs, hospitality and event catering; menu planning and nutrition; food safety and allergen controls; staffing and training; contract management and reporting; sustainability, food waste reduction and responsible sourcing; and catering consumables. The service is intended to provide safe, nutritious, good-value meals while supporting pupil wellbeing, healthy eating and inclusion.

This is at the planning stage: the Trust has set out its intention to procure but has not yet invited tenders. It plans to use an open procedure and expects to publish the tender on 18 November 2026. The expected bid deadline is 18 December 2026 at 12:00, with an award decision expected by 29 January 2027. The single lot is planned to run from 1 August 2027 to 31 July 2030, with an extension possible to 31 July 2032. Its estimated value is £5.5 million excluding VAT (£6.6 million including VAT). The Trust is undertaking market engagement to shape the final specification, contract structure, performance framework and evaluation method. It expects an online supplier briefing on 30 October 2026 and questionnaire responses by 16:00 on 27 October 2026.

The work is suited to school catering providers with a strong track record in education and the capacity to serve multiple primary schools reliably. The Trust will be looking for robust food safety, allergen management and HACCP arrangements, alongside safeguarding and staff-vetting practices. Suppliers should be able to mobilise and manage a resilient workforce, plan nutritionally compliant menus, and improve meal uptake, customer satisfaction and nutritional outcomes. Strong reporting, contract management and continuous improvement capability will matter. The Trust also highlights social value, local employment and community benefits, environmental sustainability and responsible supply chains. Small and medium-sized businesses are considered suitable for the lot. Market engagement is intended to test supplier capacity and capability and gather views on service requirements, mobilisation, sustainability, pupil engagement and performance measures before the final procurement is designed.
