Summary of the contracting process

First Trenitalia West Coast Rail Limited, which operates Avanti West Coast services, is seeking a single supplier for car park management across its railway station car parks. The work covers ongoing management of the car parks, installation of cloud-based, barrierless automatic number plate recognition (ANPR) systems and a cashless payment platform. The aim is to change how customers use and pay for station parking. The car parks are mainly on or around station premises and currently use barriers and payment terminals. The service also supports staff parking, in dedicated staff areas and in car parks open to the public. Delivery spans North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West England.

The buyer invited offers through a two-stage competitive flexible procedure: a pre-qualification questionnaire followed by an invitation to tender for shortlisted applicants, with a presentation stage and possible best and final offers before final evaluation and award. Applicants were to be shortlisted using the PQQ, with up to five invited to tender; the stated expression-of-interest deadline was 9 November 2026 at 23:59 UTC. The tender has one lot, with a stated gross value of £7 million. The contract period is 1 September 2027 to 31 August 2030, with two possible one-year extensions, up to 31 August 2032. The buyer's stated award period ends 18 March 2027. Evaluation weights quality at 60% and cost at 40%.

This opportunity is suited to suppliers able to combine day-to-day car park operations with the deployment and support of parking technology. Bidders need to deliver barrierless ANPR systems hosted in the cloud and a cashless payment platform, while maintaining service across a geographically dispersed estate of railway station car parks. The scope includes customer parking as well as staff parking, so providers should be prepared to manage different user groups and parking arrangements, including dedicated staff areas and publicly available car parks. The buyer uses a pre-qualification stage to assess applicants and may restrict the tender shortlist to five; applicants must pass all non-qualitatively scored PQQ questions to be considered. No specific technical accreditations or minimum operating capacity are stated in the available selection criteria.
