Summary of the contracting process

Gloucestershire County Council is buying highway surfacing and associated maintenance works across Gloucestershire. The programme covers structural repairs to the county road network, including planing off existing road surfaces and replacing them in the layers and depths required by each scheme’s design. It also includes smaller depot and reactive schemes, a limited number of patching schemes, and temporary traffic management, site clearance, adjustment to ironworks, siding, surfacing, ancillary kerbing and road markings. Work will be instructed through task orders for individual packages or schemes. The council’s structural maintenance programme is the principal purpose, alongside minor reactive works funded from area managers’ budgets. The requirement is road and highway construction and surface works (CPV 45233000).

The council invited offers through a one-stage open procedure. This is a single-lot procurement, evaluated on price (70%), quality (15%) and social value (15%); technical and economic selection criteria also apply, with details in the tender documents. The enquiry deadline was 3 November 2026 at 12:00 UTC, and the submission deadline was 19 November 2026 at 12:00 UTC. The expected decision date was 15 January 2027. The contract is scheduled to run from 1 April 2027 to 31 March 2031, with an option to extend by up to four years, to 31 March 2035. Its estimated value is £192 million excluding VAT (£230.4 million including VAT). The council gives an indicative budget of about £24 million a year, but does not guarantee annual spend or scheme size. The contract uses NEC4 Term Service Contract, as amended in the procurement documents.

This requirement suits highway contractors able to deliver planned structural road maintenance across a county-wide network, with the operational capacity to respond to smaller depot and reactive schemes as well as larger designed packages. Relevant capability includes pavement planing and resurfacing at varied depths and layers, patching, traffic management, site clearance, ironwork adjustment, siding, kerbing and road marking. Suppliers will need to manage varied scheme sizes and carry out works ordered individually through task orders, rather than rely on a guaranteed volume of work. The evaluation gives substantial weight to price, while also assessing quality and social value, so bidders should be prepared to demonstrate delivery quality and the social value they can provide. Technical and economic selection requirements apply; the council directs bidders to the tender documents for their detail. No specific accreditation is identified in the published procurement details.
