Summary of the contracting process

The Isle of Wight Council is seeking vehicle maintenance, servicing and repair services for its fleet of cars, light commercial vehicles, minibuses and large goods vehicles. The fleet currently comprises 160 vehicles, with numbers subject to change. The work is split into two lots: MOT testing, scheduled servicing, general mechanical maintenance and repairs, including breakdown recovery for vehicles that cannot be driven to the repair site; and ad hoc bodywork repairs for accidental and non-accidental damage, excluding very minor dents and scratches. The services are intended to keep vehicles roadworthy, safe and legal. Work will be carried out at the supplier’s repair facility, as the Council has no repair facility of its own. This is vehicle maintenance and repair services (CPV 50100000).

The Council invited offers through an open tender procedure. The enquiry deadline was 28 October 2026 at 23:59, and the bid deadline was 10 November 2026 at 14:00. The contract period for both lots is 31 December 2026 to 30 December 2029, with two possible 12-month extensions, up to 30 December 2031. Lot 1 is valued at £900,000 excluding VAT (£1,080,000 including VAT); Lot 2 at £350,000 excluding VAT (£420,000 including VAT). The overall estimated value is £1,250,000 excluding VAT (£1,500,000 including VAT). Each lot is assessed on price (65%), quality (30%) and social value (5%). No volume or value of work is guaranteed under either lot.

The opportunity is suitable for small and medium-sized businesses, with suppliers able to tender for either or both types of work. Lot 1 suits vehicle maintenance businesses able to undertake MOT testing, scheduled servicing and general mechanical repairs across a mixed fleet, respond to ad hoc repairs and breakdowns, and recover vehicles that cannot be driven to their premises. Lot 2 is suited to bodywork repair businesses able to address accidental and non-accidental vehicle damage and return vehicles to a safe, road-legal condition. The work includes scheduled and unscheduled requirements for Lot 1 and ad hoc repairs for Lot 2. Suppliers should be equipped to serve a fleet spanning cars through large goods vehicles; fleet numbers may change. There is no guaranteed workload, so bidders need to assess the commercial fit of variable demand.
