Summary of the contracting process

NHS England commissioned data collection for the baseline evaluation of a pancreatic cancer case-finding pilot in primary care. The University of Oxford will provide access to the ORCHID-E dataset, hosted by the Nuffield Department of Primary Care Health Sciences. ORCHID collects and securely stores pseudonymised patient-level data from more than 2,000 GP practices across England, with harmonised information from multiple GP clinical systems. The work supports the pilot’s evaluation using ORCHID data alongside other sources.

The procurement is complete and the contract is active. NHS England awarded the work to the University of Oxford through a direct, below-threshold procedure without competition; it was a single lot. The contract was signed on 9 October 2026 and runs from 9 October 2026 to 31 March 2030. Its value is £40,000 excluding VAT (£48,000 including VAT). The University is to carry out three data extractions between August 2026 and December 2029.

This award indicates demand for access to established primary-care data infrastructure to support evaluation of a cancer case-finding pilot. A credible competitor for a similar requirement would need access to pseudonymised patient-level data across a broad network of GP practices, harmonised across different clinical systems, and the capability to make regular, automated extractions. Secure data handling and suitable information-governance arrangements are central to the model described. The work also depends on delivering repeated data collections that can be used alongside other sources for evaluation. The contract was placed directly without competition, so this outcome demonstrates the buyer’s use of a specific existing dataset and provider rather than an openly competed award.

Notice Description

Pancreatic Cancer Primary Care Case-Finding Pilot baseline data collection. The University of Oxford (UoO) will provide NHS England with access to the ORCHID-E dataset, hosted by the Nuffield Department of Primary Care Health Sciences at the UoO. ORCHID is a unique national dataset, routinely collecting and securely storing pseudonymised patient-level data from over 2,000 GP practices across England. It is the only dataset that provides harmonised data across multiple GP clinical systems, with established infrastructure and information governance arrangements enabling regular and automated extraction without burdening GP practices. UoO will conduct three data extractions from ORCHID between August 2026 - December 2029, this data will be used by ICL in conjunction with other data sources to answer the pilot's central evaluation questions.
