Summary of the contracting process

The City of London Corporation, through the Barbican Centre, is seeking a manufacturer to design and produce bespoke heritage light fittings for the Barbican Renewal Programme. The fittings will serve public spaces including the main foyers on levels B1, 0 and 1, the external Lakeside and main foyer canopy, the Art Gallery foyer, Conservatory Terrace and Garden Room, and the external Art Gallery and Sculpture Court canopy. The lighting must use a modular, adaptable design suitable for single-, double- and triple-height spaces. The manufacturer will coordinate its work with the wider design and project team. Installation is by a separate trade contractor managed by the Construction Manager. This is a specialist lighting-manufacturing requirement (CPV 31527260), with delivery to the Barbican Centre in London.

The buyer invited offers through a two-stage competitive flexible procedure: suppliers first submit a request to participate, followed by an invitation to tender for shortlisted applicants. The buyer set the enquiry deadline as 6 November 2026 at 12:00 and the participation-request deadline as 13 November 2026 at 12:00. The contract is scheduled to run from 6 December 2027 to 6 December 2030, with an extension possible for project overruns, up to 5 December 2031. The estimated value is £1.1 million excluding VAT (£1.32 million including VAT). One lot is identified, and the process is marked suitable for SMEs. Up to four applicants meeting participation conditions and ranking highest on scored experience questions are to proceed. Tender evaluation weights technical methodology and prototyping at 55%, commercial cost at 30%, and sustainability at 15%.

This opportunity suits specialist manufacturers able to develop and produce bespoke heritage luminaires for a complex public-building refurbishment. Suppliers need the technical capability to create a modular fitting that works across spaces of differing heights, and to manage its coordination and manufacture through to delivery in line with the project programme. The work involves a physical prototyping process and written technical methodology, so demonstrable experience and the ability to explain the proposed approach are important. Applicants must meet participation requirements covering financial capacity, insurance, modern slavery and data protection, and provide scored responses about relevant experience. The selected manufacturer will work closely with the project’s architects, engineers, lighting designers and other consultants. Suppliers should also be able to set out how they will deliver sustainability commitments and manage commercial costs.
