Summary of the contracting process

The University of York plans to procure a technical implementation partner to deliver its new Okta identity and access management (IAM) platform. The work covers implementation services, including platform configuration and integration, and is intended to establish the University’s IAM system. Okta itself has already been selected through a separate procurement; this procurement is for implementation, not for choosing the software platform. The services are classified as software implementation and integration consultancy. Delivery is for the University of York in York. The University is first undertaking preliminary market engagement with certified Okta consultants to refine its requirements before issuing a tender. This is an early-stage plan, rather than an invitation to tender.

The process is at planning stage and includes preliminary market engagement before the University decides how to adjust its tender documents. The engagement response is expected by 30 October 2026; the University has set aside the week commencing 2 November for possible individual meetings. A subsequent invitation to tender is expected by 30 November 2026, with expressions of interest listed for 24 December 2026 and an award decision expected by 31 March 2027. The planned contract period is 1 May 2027 to 30 April 2029, with possible extensions to 30 April 2034. It is one lot, using a selective competitive flexible procedure. Selection requires the specified Okta certification, experience and capacity; certification experience and capacity may be used to reduce the number of participants. No contract value is stated.

This will suit implementation consultancies that are certified Okta partners and have at least consultant-level Okta certification, as specified by the University. Suppliers should be able to evidence relevant Okta experience and accreditation for enterprise IAM implementations. The University particularly wants experience delivering complex implementations in UK or EU higher education, or comparable public-sector environments. Relevant capabilities include configuring and integrating an enterprise IAM platform, proposing a delivery approach and resourcing, and addressing delivery timescales and the commercial model. The planned lot is marked as suitable for SMEs, so smaller specialist firms may be relevant if they can meet the certification, experience and capacity requirements. Engagement is intended to help shape the implementation scope and draft tender requirements before the competition.

Notice Information

Notice Title

University of York - IAM - Technical Implementation Partner Services

Notice Description

The University of York is issuing this Pre-Market Engagement (PME) notice so we can engage with the "Certified Okta Consultant" market as defined in our Planned Procurement Notice (PPN) 2026/S 000-095516; and subsequently an Invitation to Tender (ITT). This PME notice is published to trigger Expressions of Interest (EoI) and to allow for a Non Disclosure Agreement (NDA) to be issued. The prerequisites for receiving the NDA and having a successful EoI are stated in the related PPN. If you consider yourself to be a "Certified Okta partner with at least "consultant level certification" or higher you are applicable for this PME and to be considered for participation in our subsequent Invitation to Tender (ITT) . The University will therefore conduct a closed PME, in advance of tendering for a Technical Implementation Partner (TIP) to implement its new Identity and Access Management (IAM) platform, Okta. Okta has already been determined through a separate procurement exercise. The proposed PME is therefore focused on the implementation of the platform, including the scope of implementation services including configuration and integration, delivery approach, resourcing, timescales and commercial model. The University is seeking to engage with organisations with the prescribed OKTA experience shown in the attachment to the PPN and accreditation for delivering enterprise IAM implementations, particularly within complex UK or EU higher education or similar public sector environments. You will be required to evidence this experience and accreditation as part of our PME and ITT which will rapidly follow this notice.

Lot Information

Lot 1

Renewal: (multi)annual extensions may be agreed for ongoing system support services once the implementation is complete. System support is optional with no obligation upon the University to deploy the support-based extensions.

Planning Information

Please engage with us through the York In-tend e-tendering portal found at https://supplier.in-tend.co.uk/york/home Look for reference UY PROC 1276 From here you can download the EoI form, upload your Okta certification and evidence of experience and provide the details necessary to issue the NDA. The University will issue the NDA via DocuSign. Once you have met the Okta experience INITIAL assessment criteria (further details on that experience may be sought and used to limit participants later), and have signed the NDA, the University will then issue 1) its draft ITT documents for you to review and 2) a set of questions formed to clarify our requirements further. The PME questions are about the scope of the contracted services, they are not selection or evaluation questions. The University has held some time aside in case 1-2-1 meetings might help better explore the points you raise in your response. W/c 02 November 2026 has been set aside for that purpose. Following PME the University will decide how it wants to adjust its ITT documents before issuing the ITT, hopefully before the Christmas break.
