Summary of the contracting process

Isle of Wight Council is seeking building works to modernise the upper section of Old Barton Primary School for use as Medina House School. The works include replacing the heating system, creating classrooms and a link corridor to the existing Cottage building, refurbishing toilets, adding a hygiene room and installing a catering kitchen. The school is accessed via Green Street, and the work is in Newport on the Isle of Wight. Suppliers must price two scope options: Option A and Option A+B. The council may choose the larger scope if it fits the available capital budget, or proceed with Option A alone. This is a school refurbishment and alteration project, classified as construction work.

The council invited tenders through an open competition under the below-threshold route. The enquiry deadline was 2 November 2026 at 14:00 UTC, and tenders were due by 13 November 2026 at 14:00 UTC. The contract period runs from 4 January to 27 August 2027. The estimated value is £1.3 million excluding VAT (£1.56 million including VAT). There is one lot, and bidders must submit prices for both Option A and Option A+B; failure to price both may make a tender non-compliant. Evaluation is weighted 70% price, 25% quality and 5% social value. The tender response is submitted through the Pro Contract eTendering portal, in English, with prices in pounds sterling and excluding VAT.

The requirement is marked as suitable for small and medium-sized enterprises, so it may suit building contractors able to deliver a substantial school refurbishment without needing to be a large national supplier. Relevant capability includes internal alterations and modernisation in an operational education setting, heating-system replacement, classroom and corridor construction, toilet refurbishment, hygiene-room provision and commercial kitchen installation. Bidders need to develop and price two alternative work scopes, with the council’s final choice dependent on its available capital budget. The quality and social-value elements together account for 30% of the evaluation, so suppliers should be prepared to demonstrate delivery quality and social value alongside competitive pricing. The work requires coordination across several building elements and completion within the stated contract period.

Notice Information

Notice Title

Old Barton Primary to Medina House School Internal Alterations and Refurbishment

Notice Description

The contract seeks full modernisation of the upper section of Old Barton Primary School, accessed via Green Street, to become Medina House School to be occupied from 1st September 2027. This includes full replacement heating system, creation of new classrooms, link corridor connecting the existing Cottage building, toilet refurbishments, creation of hygiene room and new catering kitchen. The Authority is seeking prices for two works options: Option A and Option A+B. These options reflect the scope of works that may be delivered, subject to the level of capital investment available. Suppliers are required to submit prices for both Option A and Option A+B as part of their Tender return. Failure to provide prices for both options may result in the Tender being deemed non-compliant. Where the returned prices are within the available budget, the Authority may proceed with Option A+B; where this is not achievable within budget, the Authority may proceed with Option A only. This is a decision of the Authority.
