Summary of the contracting process

NHS England is seeking a provider to design and deliver work to strengthen cultural capability and trauma-informed care in women’s health. The programme addresses women not being listened to, the under-recognition and normalisation of procedural pain, and the disproportionate impact on women from Global Majority communities. It is intended to improve how the women’s health workforce listens and responds, recognises pain and provides culturally competent care. The work also covers building lasting training capacity across every NHS England region, giving integrated care boards guidance to sustain local delivery and commission further work, and ensuring the programme reflects workforce and women’s experiences, including those of women from Global Majority communities and the Core20 population. The provider must leave NHS England with a complete set of materials that can be refreshed as the capability framework develops. This is an education and training services requirement.

NHS England invited offers through a below-threshold open competition for one provider. The procurement reached the tender stage. Clarification questions were due by 19 October 2026 at 12:00pm; completed submissions were due by 30 October 2026 at 12:00pm. The initial contract term runs from signing, with the stated contract period from 16 November 2026 to 31 March 2027. The authority may elect to extend it by three months at zero additional value, to a maximum extent date of 30 June 2027. The maximum value for the full term, including extensions, is £175,000 excluding VAT. There is one lot. Evaluation is weighted 60% technical, 10% social value and 30% commercial.

The requirement suits providers able to develop and deliver workforce training on culturally competent, trauma-informed women’s healthcare, with a strong focus on listening to women and recognising and responding appropriately to pain. Suppliers will need to build training capacity that can be sustained across all NHS England regions, rather than deliver a one-off national course, and provide integrated care boards with practical guidance for local delivery and future commissioning. The programme must be shaped by the experience of the workforce and women, including women from Global Majority communities and the Core20 population. The provider will also need to produce complete, maintainable materials that NHS England can update as its capability framework develops. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable to compete.
