Summary of the contracting process

Wirral Council’s Community Safety Service is commissioning a borough-wide restorative justice and mediation service. The provider will help resolve conflict, repair harm, improve community relationships and reduce anti-social behaviour and community tensions. Work includes handling referrals from multiple routes; providing safe, impartial mediation and restorative justice; tailoring interventions to participants; and facilitating direct and indirect restorative processes. The service also covers neighbour disputes, community conflict, community-based restorative approaches and problem-solving. Delivery is across the Borough of Wirral, working with the Council, Merseyside Police and partner agencies. This is a community and social work service focused on victims and participants, with outcomes intended to benefit both individuals and local communities.

The Council invited offers through a below-threshold open competition. The tender was published with one lot, and evaluation weights service quality at 80% and price at 20%. The enquiry deadline was 26 October 2026 at 12:00 UTC; submissions were due by 29 October 2026 at 12:00 UTC. The contract is scheduled to run from 1 January to 31 December 2027, with an option to extend for up to two further years in annual increments. The estimated value is £45,000 excluding VAT (£54,000 including VAT). The service must be fully operational and ready to receive referrals from the contract start.

The opportunity suits providers with demonstrated restorative justice and mediation experience, including organisations able to meet Restorative Justice Council standards and guidance. Delivery calls for a trauma-informed, person-centred and victim-focused approach, robust assessment, safeguarding and risk management, and the ability to manage referrals from multiple pathways. Suppliers need to offer a range of tailored restorative interventions, address anti-social behaviour, neighbour disputes and community tensions, and work effectively with the Council, Merseyside Police and partner agencies. They must monitor performance and show positive outcomes for participants and communities. The requirement is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.
