Summary of the contracting process

Transport for Greater Manchester (TfGM) is seeking a cloud-hosted, AI-assisted intelligent transport systems decision-support platform. It will combine and analyse real-time data from multiple transport modes and operational systems to give staff a unified view of the network. The platform is intended to help TfGM detect, verify and prioritise incidents, reduce manual data searches and data correlation, coordinate operational responses, and learn from incidents. It must support round-the-clock use by TfGM’s Operational Control Centre, as well as use by its Highways ITS and Urban Traffic Control teams. The requirement is for configurable software and related IT services, including integration with multiple operational data feeds and systems. Delivery is in Greater Manchester.

TfGM invited suppliers to bid through a competitive flexible procedure with several stages. The process reached tender; suppliers were invited to submit both a preliminary selection questionnaire and a main-stage response. The questionnaire stage assesses economic and technical factors, including three scored questions, and only the four highest-scoring suppliers progress. The main stage includes technical and commercial assessment, a system demonstration and possible negotiation and further submissions. Expressions of interest were due by 20 November 2026 at 15:00 UTC. The planned contract runs from 29 January 2027 to 28 January 2030, with two optional one-year extensions, potentially extending it to 28 January 2032. The estimated value is £1 million excluding VAT (£1.2 million including VAT). Main-stage scoring is technical quality 45%, demonstration 5%, social value 10% and commercial 40%.

This opportunity suits suppliers with a mature, configurable intelligent transport or operational decision-support platform, and the technical capability to integrate live data feeds and multiple transport and control systems. Bidders should be able to demonstrate that their solution can support continuous operational use, provide a clear network-wide view, and help teams identify and prioritise incidents and coordinate responses. Experience delivering cloud-hosted systems for transport operations, highways or urban traffic control would be directly relevant to the stated use cases. Suppliers should be prepared to demonstrate the system and compete on both technical quality and price, with a separate social-value contribution also assessed. The process reduces the field to four suppliers after the preliminary questionnaire. TfGM also flags a delivery risk where the existing platform or one of its key components changes; suppliers need to be equipped to work with that evolving environment.»} (Wait closing brace typo quote?
