Summary of the contracting process

DN Colleges Group is seeking providers for a Learner Finder Preferred Supplier List to identify, engage and recruit eligible learners for Adult Skills Funded courses across South Yorkshire and Greater Lincolnshire, including online and distance learning. Services cover learner recruitment, initial advice and guidance, eligibility checks, enrolment support, controlled handovers to the colleges and performance reporting. Suppliers may also provide recruitment for classroom-based Adult Skills, Higher Education and 16–19 provision. This is an education learner-recruitment and support service, not the delivery of courses themselves. The arrangement is for DN Colleges Group, with services supporting its provision across the named areas and online.

The buyer invited tenders through an open competition, with electronic submission allowed. This is a single-lot procurement for a preferred supplier list, with up to three suppliers ranked through competitive evaluation. The enquiry deadline was 30 October 2026 at 12:00 UTC, and bids were due by 6 November 2026 at 12:00 UTC. The initial contract period runs from 4 January 2027 to 3 January 2030, with options for two further 12-month extensions, potentially extending to 3 January 2032. The stated maximum value is £400,000 excluding VAT (£480,000 including VAT). Fees are based on an agreed amount per eligible learner; there is no guaranteed minimum spend or learner volume. Evaluation is weighted 60% on quality and 40% on price.

The opportunity suits organisations with experience recruiting eligible learners for publicly funded education and training, particularly Adult Skills provision. Providers need to be able to engage prospective learners, give initial advice and guidance, check eligibility, support enrolment, manage controlled handovers and report performance. Capability to recruit learners for online and distance-learning courses is relevant, as is the ability to support recruitment for classroom-based Adult Skills, Higher Education and 16–19 courses. The buyer intends to rank up to three providers: the highest-ranked supplier ordinarily gets the first opportunity to meet each requirement, with unmet demand offered to the next-ranked supplier. SMEs and voluntary, community and social enterprises are identified as suitable. Since learner numbers and expenditure are not guaranteed, suppliers should be able to operate on a variable, per-eligible-learner fee basis.
