Summary of the contracting process

West Yorkshire Fire and Rescue Authority is exploring online assessment tools to support candidate assessment and selection within its recruitment and talent acquisition process. The service may include psychometric, behavioural and aptitude assessments, helping employers assess candidates’ potential, workplace behaviours, learning agility and suitability for particular roles. The procurement is intended for suppliers providing online recruitment assessment software and related IT services. Delivery is for West Yorkshire Fire and Rescue Service in West Yorkshire. The Authority is gathering information about available solutions to inform its understanding of the market; the procurement itself has not yet been determined.

This is at the planning stage: the Authority is undertaking preliminary market engagement, not inviting tenders or running a competition. It intends to use supplier responses to understand available solutions and may discuss requirements with suppliers before deciding whether to run a competitive procurement. Suppliers interested in contributing were asked to email an expression of interest by 26 October 2026. The estimated value is £60,000 excluding VAT (£72,000 including VAT). The expected contract period is 28 February 2027 to 28 February 2030, with a possible extension to 28 February 2032. The requirement is presented as one lot, with small and medium-sized businesses considered suitable. No evaluation criteria or procurement procedure have been set out.

This market engagement is relevant to suppliers of online psychometric, behavioural or aptitude assessment platforms, and businesses offering recruitment assessment software or related digital services. Solutions should enable employers to evaluate candidates’ potential, workplace behaviours, learning agility and role suitability as part of recruitment and talent acquisition. Suppliers able to demonstrate relevant products can help the Authority understand the available market and shape its thinking before any procurement is decided. The stated suitability for small and medium-sized businesses indicates the requirement may be accessible to providers beyond large technology firms. In responding, suppliers were invited to share details of frameworks they are on, a website and, where available, a demonstration, along with comments on the requirement. No specific accreditation, technical standard, staffing capacity or prior experience requirement has been identified. This is preparation for a potential future procurement, not a bid opportunity.
