Summary of the contracting process

Transpennine Trains Limited procured new passenger trains, including their design, manufacture, supply, testing and commissioning. The successful train manufacturer and maintainer is also responsible for maintaining, servicing and refurbishing the fleet under a separate train services agreement. The requirement covers the trains’ key characteristics and delivery programme, as well as their ongoing operation and upkeep. Maintenance payments are linked to fleet availability, reliability and performance. The trains are intended for services in Greater Manchester and the wider North West of England, with delivery locations also listed in Scotland. This is a combined rolling-stock supply and long-term fleet maintenance requirement, rather than a purchase of vehicles alone.

The procurement has been awarded to Alstom Engineering and Services Limited, and the contract was signed on 8 September 2026. The process used a negotiated procedure following a prior competition. The requirement was presented as one lot. The initial contract term is eight years from acceptance of the first train, with an option to extend for up to a further 96 months. Technical assessment combined pass/fail requirements with scored criteria: tenderers had to pass every pass/fail requirement and meet a minimum score threshold. No overall weighting applied to the technical stage as a whole. The process recorded three bids. No awarded contract value or award decision date is stated in the available procurement information.

For suppliers considering comparable future work from Transpennine Trains, this award shows demand for a manufacturer able to take responsibility for the full train lifecycle: design, build, test, commissioning, supply, maintenance, servicing and refurbishment. Credibility depends on delivering a complete train solution against defined characteristics and a programme, as well as sustaining fleet performance in service. The maintenance model links payment to availability, reliability and performance, so bidders need the operational capability to support those outcomes over an extended service period. The competition attracted three bids and used both pass/fail technical requirements and scored criteria with a minimum threshold; a credible competitor therefore needs to meet every mandatory technical condition as well as demonstrate sufficient quality against the scored requirements. The selected supplier was a large train engineering business.
