Summary of the contracting process

The Ministry of Defence procured four ergonomic check-in desks for the passenger terminal at RAF Brize Norton. They replace existing desks and must connect with the terminal’s passenger baggage handling roller track and associated equipment, so that passenger and baggage processing can operate as designed. The work covers modifications needed to integrate the desks with the baggage system, including its electrical and control interfaces. It supports passenger processing, baggage screening and aircraft loading at the RAF base. The requirement is for airport check-in equipment and related installation work.

The procurement is complete and has been awarded to Robson Handling Technology Ltd. The award is pending, with contract signature scheduled for 20 November 2026. The contract period runs from 4 December 2026 to 30 April 2027. The award value is £263,330 excluding VAT (£315,996 including VAT). The Ministry used a direct, single-source award under the Procurement Act 2023, citing additional works intrinsically linked to the existing baggage-handling installation and risks to safety, operations and system integration if separated. One lot covered the requirement. The lot was identified as suitable for SMEs. The award record gives no separate evaluation scoring or criteria; the stated basis for selecting the supplier was technical and operational dependency on its existing installation and designs.

For suppliers considering comparable future requirements from the Ministry of Defence at RAF Brize Norton, the award indicates demand for airport terminal equipment that integrates safely with an established baggage-handling installation. A credible supplier would need the engineering capability to modify check-in desks and connect them to roller conveyors, electrical and control interfaces, while preserving passenger and baggage flows. Experience in airport equipment installation, surveys, engineering assurance and system integration would be relevant. Suppliers would also need to demonstrate that proposed work can be delivered without compromising baggage screening, aircraft loading or terminal resilience. In this case, the selected supplier already owned the project designs and was installing the connected baggage system; design ownership and established technical interfaces were central to the buyer’s decision.

Notice Description

Four new ergonomic check-in desks will be installed to replace existing equipment in the terminal at RAF Brize Norton. The replacement desks must be interoperable with the existing equipment, including the passenger baggage handling (PBH) roller track, to ensure continuity of operations.

Procurement Information

The Authority intends to award a contract to Robson Technology on a single-source basis in accordance with Schedule 5, Paragraph 7 of the Procurement Act 2023 (additional or repeat goods, services or works), on the grounds that the requirement constitutes additional works that are intrinsically linked to, and cannot be practically or safely separated from, the existing passenger baggage handling installation. The Authority has an additional requirement for four check-in desk modifications at the RAF Brize Norton passenger terminal. These works are a direct technical and operational dependency of the baggage handling equipment currently being installed by Robson Technology. They are required to complete end-to-end integration with the new baggage system, preserve compatibility with the associated electrical and control interfaces, and ensure that the modified check-in desk configuration supports the designed passenger and baggage flow through the PBH installation. Awarding the requirement to an alternative supplier would introduce disproportionate technical, operational and safety risk. The check-in desk modifications are a critical enabling dependency for the safe and effective operation of the newly installed PBH equipment. Any delay caused by appointing and mobilising a new supplier would extend reliance on temporary mitigations, including the omission of a section of roller conveyor that renders one processing line unavailable until the desk works are complete. Although manageable for a short period, this mitigation reduces terminal resilience, constrains passenger throughput, complicates RAF Police baggage screening activity, disrupts aircraft loading operations and places avoidable pressure on the Station's ability to achieve mandated aircraft handling capacity. The required modifications have already been designed as part of the wider PBH project. Those designs informed the installation plans for the baggage handling system and are owned by Robson Technology. The intellectual property rights associated with these designs prevent their use by another supplier. Appointing an alternative contractor would therefore necessitate a new design phase, including further surveys, engineering assurance activities and system integration assessments. This would result in additional technical risk. For these reasons, the Authority considers that the additional works cannot reasonably be separated from the existing contract without significant technical, operational and safety implications. The award of the additional requirement to Robson Technology represents the only viable option to ensure continuity of delivery, maintain operational capability and minimise risk to personnel and air operations at RAF Brize Norton.
