Summary of the contracting process

Cotswold District Council, through the CotswoldsPlus Local Visitor Economy Partnership, is seeking a provider to create and support a data platform for the regional visitor economy. The platform must bring together data from varied sources, present live and ingested data clearly, support custom reporting and generate insights into visitor demographics, attitudes and behaviour, as well as economic trends. It is intended to establish shared measurement standards and help shift the focus from visitor numbers to higher-quality engagement and spending, while spreading visits away from destinations experiencing over-tourism. The platform must support multiple partners and user groups through managed access permissions and be capable of commercialisation, such as paid access or paywalled insights. The work is for the Cotswolds area. This is a software development and data platform service (CPV 72212600).

The buyer invited offers through an open procedure. The submission deadline set was 9 November 2026 at 17:00, with the planned award decision by 1 December 2026 at 23:59. The contract was scheduled to run from 4 January 2027 to 3 January 2030, with an optional two-year extension available in two 12-month periods. The stated estimated value is £280,000 excluding VAT (£350,000 including VAT). There is one lot. Bids are assessed on quality, weighted at 70%, and price, weighted at 30%. Offers may be submitted electronically in English through the buyer's stated online submission service.

This opportunity suits a supplier able to design and deliver a data platform that integrates varied data sources and makes both live and ingested information useful to a range of users. Strong capabilities in analytics, reporting and translating visitor, behavioural and economic data into practical insights will be important. The platform must handle access permissions across multiple partners and user groups, and support a viable commercial model that could sustain it beyond the initial project. Suppliers should be equipped to provide ongoing support and maintenance as well as implementation. The requirement also favours experience in visitor economy or destination data, including measurement standards and approaches that encourage higher-value engagement and spread visitor activity between destinations. Quality carries greater evaluation weight than price.
