Summary of the contracting process

Devon County Council commissioned highway engineering works on and around the A379 in Devon: replacement of several existing traffic signal poles and their foundations with new post-retention sockets, plus installation of draw-pit chambers and two foundations for cabinet controllers. The scope also includes traffic management for ancillary signal-cabling and overhead gantry work carried out by Swarco. This is a civil engineering and road infrastructure requirement, rather than a supply-only purchase. The works relate to the A379 junctions identified in the project title, J41121 and J41111. The procurement was arranged as a work order under the council’s Minor Engineering Works Framework 2026–30, Lot 1.

The procurement is complete and the contract was awarded to Kennford Tarmacadam Ltd. The award is active, and the contract is also active. It was signed on 9 October 2026 and runs from 12 October to 4 December 2026. The contract value is £166,677.68 excluding VAT (£200,013.22 including VAT). Devon County Council used a competitive quotation procedure under its Minor Engineering Works Framework, through a selective, below-threshold award. There was one lot, covering the A379 traffic-signal replacement works. The published outcome identifies the selected supplier but does not state a separate award date or explain the evaluation criteria.

For suppliers interested in similar Devon County Council highway schemes, this award shows demand for practical minor engineering works involving traffic-signal infrastructure, foundations and roadside excavations. A credible competitor would need the capability to remove and replace signal poles and foundations, install post-retention sockets, draw-pit chambers and controller foundations, and coordinate traffic management around specialist cabling and gantry work undertaken by another contractor. The requirement was packaged as a single work order through the council’s minor engineering framework, so relevant framework access and the ability to respond to competitive quotation requests are important routes to this type of work. The selected supplier is a small or medium-sized business, demonstrating that this project’s scale was within the reach of an SME.
