Summary of the contracting process

North Western Universities Purchasing Consortium (NWUPC) plans to retender its Facilities Supplies framework, covering supply of air filters, electrical materials and equipment, and plumbing, sanitary and heating supplies. One proposed lot would also cover fitting, maintenance, removal and disposal of air filters; other lots include associated products and services for electrical and plumbing/heating supplies. The framework is intended for use across the UK, with separate proposed lots for Great Britain and Northern Ireland in the electrical and plumbing/heating categories. Air-filter lots are proposed for the UK. The procurement combines goods with related services and is relevant to suppliers and service providers in these facilities-maintenance supply chains.

The process is at planning stage: NWUPC is undertaking preliminary market engagement to help shape the strategy and tender documents. There is no invitation to tender at this stage. The buyer expects to publish a further notice on 4 December 2026. The engagement survey is expected to close on 30 October 2026, and a market-engagement Q&A session is planned for 6 November 2026. The proposed framework is expected to run from 1 August 2027 to 31 July 2029, with possible extension to 31 July 2031. Its estimated value is £70 million excluding VAT (£84 million including VAT). The six proposed lots are not final and may change before tender publication. The planned arrangement is a framework agreement; no evaluation basis is stated yet.

The planned lots suit suppliers able to provide air filters; electrical materials and associated products or services; and plumbing, sanitary and heating equipment, supplies or related services. The air-filter service lot is particularly relevant to businesses with the capacity to fit, maintain, remove and dispose of filters, as well as supply them. Suppliers operating in Northern Ireland may be relevant to the proposed NI-only electrical and plumbing/heating lots, while UK-wide and Great Britain coverage is envisaged for other lots. NWUPC has marked the procurement as suitable for small and medium-sized enterprises. Taking part in the planned market engagement may allow suppliers in these sectors to contribute to development of the framework strategy and tender documents before the formal procurement is published. The proposed lot structure remains subject to change.
