Summary of the contracting process

West Bedlington Town Council is seeking a supplier or suppliers to provide seasonal flower planting and ongoing horticultural maintenance across flower beds, tubs, planters and other planted areas in the West Bedlington area. The work covers preparing beds, supplying plants and materials, summer and winter planting, establishment watering, routine inspections, weeding, litter and detritus removal, and agreed remedial work. Sites must be left clean, tidy and safe, and the supplier must report damage, safety risks, vandalism, plant failures and other maintenance issues. Suppliers may bid for flower beds, planters, or both. The locations and indicative planting requirements are listed in the schedule; planting designs, quantities or locations may be changed by written agreement during the contract.

The Council invited offers through an open tender procedure, using an accelerated process on grounds of urgency. The enquiry deadline was 30 October 2026 at 23:59 UTC, and the tender submission deadline was 5 November 2026 at 23:59 UTC. The intended contract period runs from 1 April 2027 to 31 March 2030. The estimated value is £60,000 excluding VAT (£72,000 including VAT). There is one lot, covering the planting and maintenance service; tenderers are asked to price all listed locations unless invited to price particular lots or alternatives. Evaluation weights price and value for money at 40%, quality and method at 25%, experience and capability at 15%, health, safety and compliance at 10%, and environmental sustainability at 10%.

This work suits horticulture, grounds-maintenance and landscape-planting businesses with relevant experience and the capacity to deliver regular visits across multiple public sites throughout the growing season. The service requires adequate staff, supervision, equipment and vehicles, reliable record-keeping, and clear day-to-day and urgent communications with the Council. Suppliers need safe working methods for public areas and locations near highways, including risk assessments and suitable insurance. Any use of chemicals, pesticides or herbicides must be competent, safely managed and compliant with relevant legislation and good practice. The Council also values responsible waste disposal, efficient water use, peat-free or reduced-peat materials where feasible, biodiversity-supporting planting where appropriate, and practical measures to reduce environmental impact. The opportunity is marked as suitable for SMEs and voluntary, community or social enterprises.
