For a proposed insurer rated below A-, the buyer will decide whether to accept it at its discretion. The bidder would need to disclose its market security committee’s latest report, including the committee’s written recommendation, before the future tender deadline. Suppliers can use the preliminary engagement to understand the association’s organisation and risk profile and raise questions ahead of the tender.

In the case of any rating less than A-, the contracting authority will evaluate and accept the nominated insurer(s) at its sole discretion, subject to disclosure and acceptance prior to the ITT bid deadline of the bidder's market security committee's latest report, including written recommendation from the bidder's market security committee.
