Summary of the contracting process

Defence Equipment and Support, acting for the Ministry of Defence’s Specialist Uncrewed Land Vehicles delivery team, procured 14 types of capital spare parts for the TERRIER land vehicle. The parts include brake intensifiers, pivot assemblies, suspension torsion bars, programmed controllers, electrical filter assemblies, cable assemblies, loader systems and battery connection boxes. This is a military vehicle spares requirement, covering components needed to maintain the TERRIER platform. Delivery is in the United Kingdom. The procurement is for goods rather than vehicle operations, maintenance services or new vehicles.

The procurement is complete and the contract was awarded to Rheinmetall BAE Systems Land. The award is valued at £891,550 including VAT (£742,958.33 excluding VAT). The contract period runs from 1 March 2027 to 31 March 2028, with a signature date scheduled for 12 February 2027. The buyer used a direct award under the Procurement Act 2023, citing technical reasons and a single-supplier justification: it considers the supplier the TERRIER original equipment manufacturer and the only supplier with the technical expertise and qualified personnel required. The procurement comprised one lot. Evaluation was therefore based on the stated technical grounds for awarding directly; no separate competitive scoring criteria are stated.

For suppliers assessing future TERRIER spares requirements from Defence Equipment and Support, this award signals a strong incumbent advantage: the buyer relied on the vehicle’s original equipment manufacturer for platform-specific parts. A credible competitor would need demonstrable technical knowledge of the TERRIER, suitably qualified expert personnel, and the ability to supply compatible capital spares while protecting configuration, security, safety and performance. The requirement spans multiple component types, from braking and suspension parts to electronic assemblies, loader systems and battery connections, so relevant breadth and dependable supply capacity would matter. Suppliers would also need evidence that their parts and technical support can manage platform complexity and keep safety risks as low as reasonably possible. The buyer’s stated rationale indicates that generic parts supply alone would not address the technical and assurance requirements.

Notice Title

715966475 - Procurement of Capital Spares for TERRIER

Notice Description

The Ministry of Defence (the "Authority") through the Specialist Uncrewed Land Vehicles ("SVULS") delivery team, intends to award Rheinmetall BAE Systems Land ("the Supplier") a contract for fourteen ("14") capital spare items (the "Spares") for the TERRIER land vehicle. The Spares range from 14 types of capital spares, including brake intensifiers, pivot assemblies, suspension torsion bars, programmed controllers, electrical filter assemblies, cable assemblies, loader systems, and battery connection boxes. The proposed contract has an estimated value of PS891,550 (inclusive of VAT) and shall be for twelve ("12") months.

Procurement Information

In accordance with Section 41(1)(a) of the Procurement Act 2023 (the "Act"), the Authority intends to rely on the Single Supplier direct award justification, as set out in Paragraph 6 of Schedule 5 of the Act, to award a public contract directly to the Supplier not being an excluded Supplier. It is considered that a direct award is permissible under the Act on the basis that, due to an absence of competition for technical reasons, only the Supplier can carry out the services. This is because the Supplier is the Original Equipment Manufacturer ("OEM") of the TERRIER and is the only Supplier that has the technical knowledge and Suitably Qualified Expert Personnel ("SQEP") to provide the requirement and ensure the configuration, security, overall safety, and performance of each spares item. Only the Supplier has the in-depth understanding of the complexities of the platform to ensure safety risks are as low as reasonably possible. Accordingly, the Supplier is considered as the only supplier that can provide the services required and there are no alternatives to those services as required by the Authority. The contract will not be awarded to an excluded supplier. A Contract Award Notice and Contract Details Notice will follow in accordance with Procurement Act 2023.
