Summary of the contracting process

Lisburn & Castlereagh City Council is preparing to procure CCTV monitoring services covering public spaces, council estates and corporate security. The work falls within public security and security services and is intended to support surveillance across the council’s public realm and estate, as well as its corporate security needs. Delivery is in the Lisburn and Castlereagh Council area in Northern Ireland. The council is currently seeking market input to understand supplier interest and gather information to help shape a possible future tender. This is preliminary market engagement, not an invitation to tender or a commitment to proceed with a formal procurement. Suppliers are being asked to contribute through a questionnaire; information gathered will not be used to score bids in any later competition.

The process is at planning: the council has announced an intention to procure but has not issued a tender invitation. It is conducting preliminary market engagement through a questionnaire, which the council expects suppliers to return by 3 November 2026. This is an engagement date, not a deadline for tender bids. The council intends to use a dynamic purchasing system, but no further procedure or evaluation arrangements are set out at this stage. The planned contract period is 1 April 2027 to 31 March 2030. The estimated value, budget and lot-level financial values are not stated. The planned scope is presented as one lot covering CCTV monitoring for the public realm, council estates and corporate security services.

This engagement is relevant to security and CCTV monitoring providers with the capability to monitor cameras across public spaces, council properties and corporate sites. Suppliers able to cover these settings and explain how their services could meet the council’s needs are well placed to provide useful market input. The council is seeking information on market interest and material that could inform the later tender, so providers can help shape the procurement by responding to the questionnaire. Participation does not determine access to a future competition, and the council says that taking part or not taking part will not affect a supplier’s ability to participate later or confer an advantage. This stage is for preparation and market feedback; suppliers should not treat it as a current contract bid.
