Summary of the contracting process

Cardiff Community Housing Association is procuring replacement lift systems at Avondale Court, Galleon Way Flats and Selwyn Morris Court in Cardiff. The works cover the design, engineering, manufacture, factory testing, supply and delivery of the lifts, followed by installation, commissioning, testing, certification and handover. Removal of existing equipment is included where applicable, as is maintenance provision where required by the specification. The aim is to provide safe, reliable and maintainable systems suited to each building, meeting statutory requirements and the performance criteria in CIBSE Guide D for transportation systems in buildings. The project is divided into three separate site lots. Suppliers can bid for one, two or all three, and CCHA may award lots to one supplier or split them between suppliers. The work is lift installation and replacement (CPV 45313100).

CCHA invited tenders through an open competition. The stated enquiry deadline is 27 October 2026 at 12 noon; the submission deadline is 10 November 2026 at midnight. The contract period for each lot is 1 February to 1 June 2027. The estimated value is £270,000 excluding VAT (£323,999.99 including VAT); each lot is estimated at £90,000 excluding VAT (£108,000 including VAT). Each lot is evaluated independently, with the option to assess combined bids. Award is on the most economically advantageous tender basis: quality accounts for 50% and price 50%. Quality assessment covers technical compliance, delivery method, programme and resources, relevant experience and competence, and health and safety and risk management. Bids must include separate lot prices and site cost breakdowns, and are submitted electronically. Mandatory site surveys apply to all bidders.

This opportunity suits lift contractors able to manage the full replacement lifecycle, from design and manufacture through site logistics, installation, commissioning, testing and handover. Suppliers need to demonstrate technical compliance with the specification and applicable lift regulations and standards, including the Lifts Regulations 2016 and BS EN 81-20 and BS EN 81-50. The work requires a credible delivery method, programme and resource plan for multiple sites, with sequencing explained for each lot and concurrent or sequential delivery addressed when bidding for multiple lots. Bidders must provide relevant experience and competence, health and safety and risk-management evidence, including risk and COSHH assessments, a company health and safety policy, responsibilities and three years of RIDDOR accident statistics. A project method statement and organisation chart identifying key personnel and reporting lines are required. Site surveys are mandatory, and bidders should be able to price each lot and site separately. SMEs are suitable bidders.
