Summary of the contracting process

Manchester City Council is procuring a youth engagement and progression service for Manchester residents aged 15–18 who are not in education, employment or training (NEET), are at risk of becoming NEET, or need preparation before moving into post-16 provision. Support may also cover eligible young people up to age 25 with an Education, Health and Care Plan or who are Manchester care leavers. The service is intended to complement, not duplicate, the Council’s statutory NEET prevention and reduction work. It will provide tailored support such as structured activities, mentoring, employability development and information, advice and guidance, helping young people build confidence, skills and motivation, plan their next steps and progress towards suitable education, employment or training. Delivery is for Manchester residents.

The buyer invited offers through an open procedure. This is one lot, with bids due by 11:00 on 9 November 2026; clarification enquiries are due by 11:00 on 30 October 2026. The stated contract period is 1 April 2027 to 31 March 2028, with an option to extend for one further year, to a maximum end date of 31 March 2029. The estimated value is £1,040,000 excluding VAT (£1,248,000 including VAT). The Council planned to make its award decision by 22 December 2026. Evaluation is weighted 60% quality, 20% social value, 10% environmental considerations and 10% price. Economic and technical selection criteria apply; detailed criteria are set out in the procurement documents.

The opportunity may suit small and medium-sized businesses and voluntary, community or social enterprises. It is relevant to providers experienced in supporting young people who are NEET or at risk of disengagement, including those who need a gradual route into education, employment or training. Suppliers should be able to deliver tailored progression and re-engagement support, such as structured activities, mentoring, employability development and information, advice and guidance. The service calls for the ability to help young people build confidence, readiness, skills and motivation, develop destination plans and move towards appropriate outcomes. Providers should be equipped to work with 15–18-year-olds and, where eligible, young people up to 25 with an Education, Health and Care Plan or who are care leavers. Social value and environmental performance contribute to evaluation.
