Summary of the contracting process

Plymouth City Council is seeking a Plymouth-based voluntary or community organisation to lead a social research project for the Plymouth Health Determinants Collaboration. The project will map what information and evidence community groups already collect about people’s experiences of life in Plymouth, who gathers it and how it could be shared with people able to use it in decisions. The work is intended to help communities understand how their knowledge can influence decisions, help council colleagues identify relevant existing evidence, and address barriers to making it available. The lead organisation will manage the project and employ the researchers. Delivery is in Plymouth.

The buyer invited offers through an open competition. The enquiry deadline was 23 October 2026 at 23:59, and the bid deadline was 13 November 2026 at 12:00 UTC. The contract period is 4 January to 31 December 2027, with the project expected to run for 12 months, potentially after a development phase. The maximum budget is £40,000. Price is assessed on a pass/fail basis: suppliers must accept the proposed budget of up to £40,000. Quality accounts for 100% of the scored award criteria; detailed sub-criteria are in the tender return document. The requirement is presented as one project, rather than separate work packages.

This opportunity is suited to a voluntary or community organisation based in Plymouth that can take responsibility for a research project and employ the researchers needed. Relevant strengths include working with community groups, understanding how to gather and interpret people’s experiences, and building trusted routes for communities to share evidence. The project also calls for the ability to identify who holds useful information, connect that knowledge with potential users in local decision-making, and investigate barriers to sharing it. A capable lead will need to manage the work and coordinate research over a year-long project, with possible preparatory development beforehand. The buyer marks quality as the entire scored award basis, so a strong proposal should demonstrate a clear, credible approach to delivering these outcomes.

HDRC project 043. Shared Knowledge, Shared Decisions: making sure that voices, experiences and perspectives of Plymouth's communities are listened to, valued and reflected in decision making

Notice Description

Applications are invited from organisations based in the voluntary and community sector to lead a project funded by the Plymouth Health Determinants Collaboration. (PHDRC). We know that throughout Plymouth, communities and groups have great conversations and collect lots of rich information describing people's experience of life in Plymouth. Some of the information is collected with a specific purpose in mind, other information is more unexpected but valuable and relevant. Community groups have told us that it is challenging to understand how this information can be shared to influence thinking and decision making, with those who have the potential to make use of the knowledge. Further exploration suggested that people are more likely to share their knowledge and views if they feel that it is likely to make a difference. Council colleagues often don't know what is already available, and how relevant it could be. Plymouth City Council is looking for a voluntary or community group based in Plymouth to take responsibility for this project, to manage the project and employ the researchers required. We wish by the end of the project we will have a greater understanding of the information collected by whom, we know who and how to share it with and we address any blockages which prevents the information being available to inform decision making. The HDRC would like to project to start as soon as possible but recognises there might be a need for a pre-project phase of development before the project starts proper. The project proper is likely to need to run for a 12-month period. (plus, pre- project time).
