Summary of the contracting process

Portsmouth Water plans a reservoir maintenance service contract covering its water-supply assets in South Hampshire. The portfolio includes about 35 concrete service reservoirs, with capacities ranging from 0.1 megalitres to 45 megalitres, and one 135-megalitre raw-water reservoir. Work will support the integrity, resilience and compliance of these assets through planned inspection, cleaning, condition assessment, maintenance and repairs. The scope also includes emergency and reactive work when defects, operational problems or water-quality risks need an immediate response. This is specialist reservoir repair and maintenance work, including reservoir cleaning and installation-related services. The service supports Portsmouth Water’s potable-water supply infrastructure.

This is at the planning stage: Portsmouth Water has set out its intention to procure, but has not issued an invitation to tender. The buyer expects to publish a further notice on 30 October 2026; this is an indicative publication date, not a bid deadline. The stated estimated value is £5,756,450. The procurement is planned as a framework with two suppliers. Planned work, including draining, cleaning, inspection and minor works up to £100,000, is to be allocated by direct award based on performance, availability, programming and geography. Emergency and reactive work up to £100,000 is allocated on the same basis. Major works over £100,000 are to be competed between the two framework suppliers. Price is not the only award criterion; the criteria are to be set out in the procurement documents.

The planned framework is suited to specialist reservoir contractors able to deliver both routine asset-care programmes and urgent responses across a varied network of concrete service reservoirs and a raw-water reservoir. Relevant capability includes safe draining and cleaning, inspections, condition assessment, planned maintenance, repairs and remedial works, plus the capacity to mobilise for defects, operational issues and water-quality risks. Suppliers should be equipped to undertake work at different reservoir capacities and to plan delivery around geography, availability and programme requirements. Portsmouth Water intends to select candidates through the UVDB reservoir and dam category, specifically the reservoir-service category. Businesses seeking selection should ensure their UVDB registration is in place and current through Achilles. The framework will involve two service partners, with major works allocated through competition between them.
