Summary of the contracting process

Powys Teaching Health Board is procuring works to replace the flat roof over Monnow Ward at Bronllys Community Hospital in Brecon. The work covers removal and disposal of the existing roof covering, fragile deck and associated components; structural, timber and deck repairs as needed; and installation of a complete Alumasc flat-roof system with insulation, membranes, trims, upstands, abutments, outlets and accessories. Associated tasks include replacing affected fascia and soffit boards, lead repairs and rainwater goods, and removing and reinstating or replacing tiles at pitched-roof junctions. The purpose is to address the deteriorated, leaking roof and provide a warranted replacement. The buyer is Powys Teaching Health Board; NHS Wales Shared Services Partnership manages the procurement.

The buyer invited offers through a below-threshold open competition. The procurement reached the tender stage. The enquiry deadline was 5 November 2026 at 12:00, and the submission deadline was 9 November 2026 at 12:00. The contract period is 1 December 2026 to 31 March 2027. The estimated value is £90,000 excluding VAT (£108,000 including VAT). There is one lot. Evaluation gives 60% weighting to the commercial offer and 40% to technical quality. The works are to be administered under the JCT Minor Works Building Contract with Contractor’s Design, 2024 Edition.

This is suited to roofing and building contractors with experience replacing flat roofs on occupied healthcare premises, including work involving fragile roof decks and water ingress. The contractor must be able to remove and dispose of the existing covering and deck safely, undertake structural, timber and deck repairs, and install an Alumasc system as a complete warranted assembly. Capability across insulation, membranes, trims, upstands, abutments, outlets, fascia and soffits, leadwork, rainwater goods and pitched-roof tile interfaces will be relevant. Delivery also requires sound site management: planning safe access and edge protection, checking structural loading capacity, organising roof-level material storage, managing roof plant and services, ensuring drainage and falls, and keeping the building weather-tight throughout. The contractor must assess existing conditions, the full extent of work and site constraints.
