Summary of the contracting process

Public Health Wales NHS Trust is procuring a Network 75 placement through the University of South Wales. The scheme combines a work placement with part-time university study towards a degree, providing a student trainee to work within NHS Wales’s Performance and Improvement Value Transformation division. The trainee studies at university two days a week and works in an operational placement three days a week during term time, increasing to five days a week during university holidays. The placement is rotational, with objectives for the trainee to meet and review. The scheme is intended to develop the trainee into a member of staff while supporting access to higher education for people from underprivileged backgrounds. Delivery is for NHS Wales organisations and the population they serve across Wales.

The procurement is complete and the contract was awarded to the University of South Wales. Public Health Wales used a direct award without competition, below the procurement threshold. The award date was 14 October 2026. The contract period runs from 2 November 2026 to 31 August 2029. The awarded value is £56,888 excluding VAT (£68,265 including VAT). The procurement is a single lot. The placement requires the student to pass annual examinations, participate fully in the rotational work placement and meet defined objectives, with an annual joint appraisal by the university and placement organisation. The award is active; a scheduled contract-signature milestone was set for 27 October 2026.

For the University of South Wales, the award demonstrates its role in delivering a structured degree-linked placement that combines academic study with sustained practical work in an NHS setting. Suppliers seeking to provide a comparable service in future would need to coordinate university attendance with operational duties, organise rotational placements, and maintain clear, assessable objectives for the trainee. They would also need to support annual examinations and joint appraisals involving the university and the host organisation. The requirement suits a provider able to connect higher education with workforce development and provide an accessible route to a degree for students from underprivileged backgrounds. The buyer’s stated purpose is to develop a motivated trainee into a valuable member of NHS Wales staff while supporting equitable access across Wales.
