Summary of the contracting process

The Home Office is planning a one-year maintenance contract for its Border Security Command cutter fleet. The work covers planned maintenance and docking, recertification, modifications and upgrades, plus repairs to defects or damage. The cutters are Damen 4207 vessels built to Lloyd’s Register 100A+ standards and hold MCA International Load Line certification. They operate in UK territorial waters, including Northern Ireland and the Channel Islands, and the work may be carried out anywhere across the UK. The wider Border Security Command fleet also includes coastal patrol vessels, rigid-hull inflatable boats and tactical watercraft, but the stated requirement is for cutter fleet maintenance. This is marine vessel repair and maintenance work (CPV 50241000).

The process is at planning: the Home Office has set out its intention to procure, but there is no invitation to tender at this stage. It is conducting preliminary market engagement through a supplier questionnaire to test the feasibility of its high-level requirements, understand technical and commercial challenges, compare potential solutions and gauge supplier appetite. The buyer sought questionnaire responses by 12:00 on 23 October 2026. The planned contract is for 1 May 2027 to 30 April 2028, with a maximum possible end date of 30 April 2030; renewal is indicated. The estimated value is £3 million. The procurement strategy and specification are still being developed, and the buyer is assessing the possible application of PPN 025.

The requirement is likely to suit marine engineering, ship repair and maintenance businesses with the capacity to support operational patrol craft across the UK. Relevant capability includes scheduled maintenance and docking, certification support, vessel modifications and upgrades, and responsive defect or damage repairs. Suppliers able to advise on practical delivery, technical constraints, commercial risks and alternative or innovative solutions can contribute during market engagement and help shape the developing specification. Experience maintaining vessels to Lloyd’s Register standards or supporting MCA certification would be relevant to the fleet described, although the buyer has not stated these as supplier accreditation requirements. The buyer is seeking insight into the market’s ability to provide dependable logistical support for the cutters.
