Summary of the contracting process

The Home Office intends to procure maintenance services for Border Security Command’s five Damen 4207 cutters, part of a fleet operating alongside coastal patrol vessels, rigid-hull inflatable boats and tactical watercraft. The requirement covers planned maintenance and docking, recertification, modifications and upgrades, and unplanned repairs to defects or damage. The cutters operate in UK territorial waters, including Northern Ireland and the Channel Islands, and the maintenance work may take place anywhere in the United Kingdom. The cutters were built to Lloyd’s Register standards and hold International Load Line certification from the Maritime and Coastguard Agency. This is a marine engineering and vessel repair requirement, rather than a purchase of new boats.

This procurement is at the planning stage: the Home Office has signalled its intention to procure, but has not yet invited tenders. It has conducted initial market engagement through a supplier questionnaire, seeking feedback on feasibility, technical and commercial challenges, alternative and innovative solutions, and market appetite. The questionnaire response date was 23 October 2026. The buyer expects to issue a further procurement notice on 3 February 2027. The intended contract period is 1 May 2027 to 30 April 2028, with possible extension to 30 April 2030. The estimated value is £3 million. The requirement is arranged as one lot and is identified as suitable for small and medium-sized businesses. The Home Office is assessing the possible application of PPN 025 and says the outcome will inform the procurement.

The work is likely to suit marine engineering and ship-repair businesses with the capacity to maintain operational patrol craft across the UK, including planned docking and certification work as well as responsive defect and damage repairs. Suppliers with experience of Damen 4207 cutters, Lloyd’s Register rules, and Maritime and Coastguard Agency International Load Line certification may be particularly well placed, given the fleet’s design and certification requirements. The scope also points to capability in vessel modifications and upgrades, and in supporting craft that operate in both UK national and international waters. The Home Office’s market engagement is intended to test supplier views on feasibility, delivery challenges, and innovative approaches, so suppliers with practical insight into maintenance solutions and logistical support can help shape the eventual specification.
