Summary of the contracting process

The London Borough of Lambeth is commissioning supported employment services through the Connect to Work programme. Providers will use the Individual Placement and Support “Place and Train” model to help people move rapidly into work, then support both the employee and employer to sustain the placement. The programme aims to reduce economic inactivity, improve wellbeing and strengthen financial resilience. It has two strands: integrated welfare, benefits and employment support for priority groups, and specialist, community-based interventions responding to local needs. The first strand is a high-volume, prime-contractor service; the second is for specialist and community organisations. Delivery is in Lambeth, London, in partnership with local services and employers.

The procurement reached tender: Lambeth invited offers through an open procedure. The enquiry deadline was 6 November 2026 at 17:00 and the bid deadline was 16 November 2026 at 12:00. The intended award decision date was 23 February 2027. The three-year contract period runs from 2 March 2027 to 1 March 2030, with no extension option. The stated total value is £1,133,300 including VAT (£944,416.67 excluding VAT). Lot 1 is valued at £453,320 including VAT (£377,766.67 excluding VAT) and is for one provider. Lot 2 is valued at £679,980 including VAT (£566,650 excluding VAT) and is for three providers, with its value divided equally between them. Both lots are evaluated on quality (80%) and price (20%).

This opportunity suits organisations with a proven record delivering Individual Placement and Support or similar supported-employment services, including sustained job placements, retention and progression. Providers need to show they can support people with disabilities, health conditions, neurodivergence, additional needs, those not in education, employment or training, and other disadvantaged groups. Strong bids will explain a personalised, trauma-informed service, employer engagement and job brokerage, timely access to work, and support for participants and employers after job starts. The service also calls for partnership working with the Council, the Department for Work and Pensions, health services and voluntary and community organisations, alongside effective referrals and local employer links. Bidders must demonstrate reliable performance monitoring, data management and reporting, including GDPR compliance, and the staffing, training, supervision and resilience to deliver consistently across Lambeth.
