Summary of the contracting process

The UK Hydrographic Office is seeking a systems integrator for its Connected Business Platforms programme, a phased business and technology transformation. The work is intended to modernise customer-facing services, integration and enterprise capabilities while keeping critical services running. It includes reducing reliance on legacy platforms and interfaces, establishing modern integration capability, and introducing Oracle-based commerce services as a foundation for wider enterprise transformation. This is software implementation and systems integration work for a central government organisation based in Taunton. The procurement is a first-stage expression of interest: suppliers are being asked to show relevant capability and experience, rather than propose a complete technical solution or detailed implementation plan at this point.

The buyer invited offers through a selective competitive flexible procedure using the GCA Technology Services 4 framework, Matrix lot 2.5. This is a single-lot procurement, with the expression of interest deadline set for 28 October 2026 at 17:00 and the enquiry deadline for 26 October 2026 at 17:00. The contract period is 18 January 2027 to 17 January 2031, with an option to extend by 12 months, potentially for ongoing support only. The estimated value is £5 million excluding VAT (£6 million including VAT). The stated evaluation gives 90% to quality and 10% to cost: comparable systems-integration experience (20%), Oracle and enterprise integration (20%), legacy integration and business-to-business service continuity (15%), delivery readiness and planning (15%), governance and assurance (10%), and mobilisation and security (10%).

The requirement suits a supplier able to lead complex systems-integration delivery and demonstrate comparable experience. Strong Oracle and enterprise integration capability is important, alongside experience connecting legacy platforms and maintaining business-to-business services during transformation. The buyer is also assessing readiness to plan and design delivery, manage governance and technical assurance across multiple suppliers, and mobilise securely. Suppliers should be able to provide credible evidence against these areas at the expression-of-interest stage; a detailed implementation solution is not the ask at this point. Small and medium-sized businesses are identified as suitable, although the breadth of capability assessed points to a substantial, multi-disciplinary delivery requirement. Commercial submissions are assessed on the proposed model, pricing and true-up.

Notice Title

Connected Business Platforms Systems Integrator Service Provision

Notice Description

This is a Connected Business Platforms (CBP) requirement for the Stage 1 Expression of Interest (EOI). It is intended to provide sufficient context for suppliers to demonstrate relevant capability and experience against the published EOI evaluation criteria. It is not the full Statement of Requirements, a final technical specification, or a request for a detailed implementation solution. The Authority's detailed requirements, architecture material, Requirements Traceability Matrix (RTM), non-functional requirements, implementation assumptions and commercial schedules will be provided or refined at the appropriate later stage. CBP is a phased business and technology transformation intended to modernise UKHO customer-facing, integration and enterprise capabilities while maintaining continuity of critical services. The programme will progressively replace or reduce dependency on legacy platforms and interfaces, establish modern integration capability, and introduce Oracle-based commerce services while creating a foundation for future enterprise transformation. At EOI, the Authority assesses supplier capability and relevant evidence. The final technical solution, detailed Phase 1 implementation plan, final delivery timetable, and final price / affordability are not evaluated at this stage.
