Summary of the contracting process

Liverpool City Council is seeking a supplier to securely collect and bank cash, coins, cheques and other permitted consignments from Council locations across Liverpool. The service covers scheduled and ad hoc collections, scheduled and ad hoc deliveries of change, secure transport to nominated banking locations, collection and delivery records, consignment tracking, audit trails, management information, reporting and account management. It also includes cash and valuables in transit services. The estimated annual service profile includes 3,536 weekly scheduled collection visits, 208 fortnightly visits, 104 four-weekly visits, 624 scheduled deliveries and 12 ad hoc deliveries; these are evaluation estimates, not guaranteed volumes. This is a security and cash-handling service (CPV 79710000) for Liverpool City Council.

The Council invited tenders through an open procedure. Clarification questions had to be submitted through ProContract by 12:00 noon on 6 November 2026, and completed bids through the same portal by 12:00 noon on 18 November 2026; bids by other methods were not accepted. The contract was due to run from 31 January 2027 to 30 January 2030, with one optional 12-month extension to 30 January 2031. The estimated value is £300,000 excluding VAT (£360,000 including VAT). There is one lot, and the procurement is suitable for SMEs. Evaluation weights price at 50%, quality at 30% and social value at 20%. The expected award decision date was 10 December 2026.

This opportunity suits a supplier with the operational capability to collect and transport cash and valuables securely from multiple locations, manage both routine routes and ad hoc requests, and deliver change to Council sites. Bidders need to be able to transport consignments safely to nominated banking locations and maintain reliable tracking, auditable collection and delivery records, management information and reporting. The service also calls for effective account management and the capacity to handle a substantial recurring programme of collections and deliveries, while accommodating variable demand; the stated visit figures are estimates rather than guaranteed volumes. The requirement explicitly welcomes SME suitability, making it relevant to smaller specialist operators as well as larger cash-handling businesses. Quality and social value together account for half of the evaluation, alongside price.
