Summary of the contracting process

Network Rail Infrastructure Limited intends to procure a national framework for the supply and delivery of liquid fuels (petroleum and distillates, CPV 09130000) to support rolling stock and related assets across England, Scotland and Wales. The scope includes red and white diesel, gas oil, alternative and renewable fuels such as hydrotreated vegetable oil (HVO) and fatty acid methyl ester (FAME), plus emergency and ad-hoc deliveries. Services also cover fuel management, telemetry and automated ordering, monitoring and reporting, tank security and access control, transition and data migration support, account management and customer service. Deliveries are expected across approximately 50 fuel locations throughout Great Britain. Network Rail and authorised users would use the framework to obtain the fuels and associated services.

This process is at planning and market-engagement stage: Network Rail is gathering supplier input to shape its procurement strategy, and has not yet invited tenders. The buyer intends to tender for a national framework, with a further notice expected on 4 November 2026. The engagement exercise expects interested suppliers to register by email and return a questionnaire by 29 October 2026; Network Rail may seek clarification. These are engagement dates, not bid deadlines. The proposed framework is expected to run from 1 July 2027 to 30 June 2035, an initial eight-year term with break clauses. Its estimated value is £9,621,987 excluding VAT (£11,546,384 including VAT). The framework would be demand-led, with no guaranteed volume commitment, and is arranged as one lot.

The planned scope is suited to fuel suppliers able to provide a broad range of conventional and renewable fuels and reliably deliver across Great Britain, including urgent and ad-hoc requirements. Suppliers with nationwide distribution capacity and experience serving rail or other operational assets may be well placed, alongside providers of fuel telemetry, automated ordering, monitoring and management information. The work also calls for tank security and access-control solutions, transition and data-migration support, account management and customer service. Suppliers will need to ensure that every fuel supplied complies with applicable legislation, industry standards and regulatory requirements. The framework is marked as suitable for small and medium-sized businesses and voluntary, community and social enterprises; the demand-led arrangement carries no guaranteed purchase volume. This is preparation for a future procurement, not an invitation to bid.
