Summary of the contracting process

The National Army Museum is seeking an individual conservator or conservation company to prepare oil paintings and frames for its temporary exhibition, Uniform: Identity and Innovation. The work covers conservation of 12 oil paintings and 10 associated frames; making frames for five paintings, including fitting Truvue UV92 glazing; and fitting Truvue UV92 glazing to four further paintings. The conservator must transport the works from the Museum’s Stevenage site to their studio and then return them to the Museum in Chelsea, London. This is a specialist cultural heritage conservation service, with practical work on paintings, frames and glazing as well as responsibility for safe transport between sites.

The buyer invited offers through a below-threshold open competition. The tender has one lot, with a stated value of £35,000 excluding VAT (£42,000 including VAT). The contract period runs from 4 November 2026 to 22 February 2027. The deadline for questions was 27 October 2026 at 15:00, and the deadline for tender submissions was 29 October 2026 at 10:00. Electronic submission was allowed, with offers submitted by email. Tenders are assessed on fee (40%), qualifications and experience (40%), and approach and methodology (20%); the full scoring method is set out in the tender brief. The tender brief and condition survey were updated to correct the expected number of conservation hours.

The requirement suits painting conservators and conservation businesses able to assess and treat oil paintings, conserve associated frames, produce frames to specification and install specialist UV-protective glazing. Suppliers need to demonstrate relevant qualifications and experience, and explain a credible conservation approach and methodology; these together account for 60% of the evaluation. The work also requires capacity to handle and transport multiple artworks securely between the Museum’s Stevenage and Chelsea sites and the conservator’s studio. Small and medium-sized enterprises and voluntary, community and social enterprises are considered suitable to bid. This is a defined, single-lot commission combining conservation, framing, glazing and logistics.
