Summary of the contracting process

Cardiff University’s Research Service buys access to a financial due diligence software solution. It needs to obtain credit reports quickly for UK and international organisations it may contract with, including funders, subcontractors and collaborators. The reports support checks on organisations’ financial capacity: whether they can fund the required activity, manage cash flow and deliver the work. The information is also used to assess reputation and make decisions about payment clauses in contracts. This is a financial information system (CPV 48812000), delivered for use in the United Kingdom. The requirement is for an information service supporting the university’s assessment of prospective external partners, rather than for the university’s own financing.

The procurement is complete and awarded to Dun & Bradstreet, with an active contract signed on 13 August 2026. The contract runs from 13 August 2026 to 12 August 2029. Its value is £40,026 excluding VAT (£48,031.20 including VAT). Cardiff University used a direct award below the applicable threshold, without competition. The procurement was organised as one lot, now complete. The stated requirement was for rapid access to clear, usable credit reports covering organisations in the UK and internationally; the assessment was intended to inform financial and reputational due diligence and contractual payment decisions. The award record identifies Dun & Bradstreet as the supplier. The contract is active.

For suppliers competing when Cardiff University next needs this requirement, the awarded purchase points to a focused capability: providing prompt access to credit reports on both UK and international organisations through a software solution. Reports need to be easy for the Research Service to interpret and useful in assessing financial strength, cash-flow capacity, ability to deliver contracted activity and reputation. A credible provider would need broad organisational coverage and information that supports practical due diligence and payment-clause decisions. The requirement is for an established financial information system, rather than bespoke research or general consultancy. The university selected a large specialist supplier through a direct, non-competitive route for this purchase, so a future competitor would need to demonstrate that its coverage, report clarity and access arrangements match the university’s operational needs.
