Summary of the contracting process

Public Health Wales NHS Trust is exploring licensing solutions for IBM SPSS Statistics, which it already uses across public health, research, analysis, evaluation and intelligence work. The aim is to maintain access to the required software functions while finding a cost-effective, flexible and sustainable licensing model. The scope of the market exercise includes available licensing models, NHS and public-sector pricing, discounts and commercial arrangements; perpetual versus subscription licences; concurrent-user versus named-user licences; and enterprise or organisation-wide options. It also seeks ways to accommodate changes in user numbers over the year. This is a software licensing requirement, rather than a request for new analytical or research services. Delivery is in the United Kingdom, with Public Health Wales in Cardiff as the buying organisation; NHS Wales Shared Services Partnership is managing the procurement on behalf of NHS Wales organisations.

The process is at the planning stage and is a preliminary market-engagement exercise for information gathering, not an invitation to tender or commitment to buy. Public Health Wales is seeking supplier input to inform its understanding of licensing choices and value for money. The buyer expects to issue a further notice on 25 February 2027. The engagement exercise is scheduled for completion by 29 October 2026; this is an engagement date, not a bid deadline. The anticipated contract period is 1 May 2027 to 30 April 2028. The estimated value is £30,000 excluding VAT (£36,000 including VAT). The requirement is presented as a single lot, with no procedure or evaluation approach set out at this stage.

The market exercise is relevant to IBM SPSS licence providers, authorised resellers and commercial specialists able to explain licensing models and pricing for NHS or public-sector customers. Suppliers with experience comparing perpetual and subscription arrangements, concurrent and named-user access, and enterprise or organisation-wide licensing can help the buyer assess the trade-offs. A strong response would show how licence structures can remain flexible when user numbers vary during the year, while maintaining access to the required SPSS functionality and supporting value for money. Suppliers able to outline available discounts, public-sector commercial arrangements and sustainable approaches to licensing are particularly well placed to contribute. The buyer indicates that small and medium-sized businesses and voluntary, community and social enterprises are suitable; the exercise is useful preparation for suppliers seeking to shape a future requirement, rather than a contract currently open for bids.
