Summary of the contracting process

The University of Strathclyde intends to establish a contract for reactive drain cleaning, repairs and investigation services across its sites and buildings in Glasgow. The work covers drainage surveys to investigate problems and identify remedial action, repair works to resolve defects, and the supply of materials and labour. The contractor will provide written survey reports with video footage, suitable drain-cleaning equipment and a Vactor vehicle for clearing foul water and solid waste. This is a drainage maintenance and repair services requirement, with associated drainage works and cleaning. The scope described is indicative and may change before the procurement reaches the market.

The process is at the planning stage: the University has stated an intention to procure, but has not yet invited tenders. It expects to establish one contract and anticipates publishing the next notice on 18 January 2027. The planned contract is described as covering 2027–31, and its estimated value is £600,000. The University may undertake further preliminary market consultation under Regulation 41 of the Public Contracts (Scotland) Regulations 2015. Interested parties were asked to register by 12 noon on 16 November 2026 to express interest in that consultation; this is not a tender submission deadline. The procurement information is subject to change. No award criteria or tender procedure are set out at this planning stage.

This requirement is suited to drainage contractors able to provide a responsive service across multiple university buildings and sites, rather than suppliers focused only on one-off drain clearance. Relevant capability includes investigating drainage faults, carrying out surveys and repairs, setting out remedial work, and supplying the labour, materials and specialist equipment needed to complete it. The buyer specifically anticipates written reports supported by video footage and a Vactor cleaning vehicle capable of clearing foul water and solid waste. Businesses with the operational capacity to combine investigation, cleaning and repair services, and to mobilise equipment and staff across the University’s Glasgow locations, are likely to be best placed to prepare. The buyer has not yet set out specific accreditation or experience requirements.
