Summary of the contracting process

The Police and Crime Commissioner for Lincolnshire intends to buy outsourced digital forensic services for data capture, processing and analysis of phone and computer storage devices. The planned work covers 124 phone and computer exhibits, alongside 42 SFR1 reports. For the SFR1s, the police officer in charge will provide device images and Griffeye-graded files; the Digital Forensic Unit will transfer these on a hard drive, with the officer working with the supplier to complete each report. Reports must include the Griffeye grading table, accessibility information and other material requested by the officer. The work is intended for delivery across England, including the East Midlands, London, the South East and the South West.

This is at the planning stage: the authority has stated an intention to procure, but has not yet invited tenders. It expects an open competition below the relevant threshold. A further procurement notice is expected on 26 October 2026; the stated submission date of 23 November 2026 is indicative at this stage, not a deadline to respond to now. The planned contract period runs from 1 December 2026 to 1 April 2027, with three possible three-month extensions, subject to budget approval and the volume of the backlog after April 2027. The estimated value is £100,000 excluding VAT (£120,000 including VAT). The procurement is arranged as one lot.

The work will suit digital forensics providers able to process phone and computer evidence at the planned volume and produce SFR1 reports from device images and Griffeye-graded files. Suppliers should be capable of coordinating with the officer in charge and handling data transfers on hard drives, while delivering reports that include grading tables, accessibility information and any additional material requested for a case. Providers with operational capacity to address a backlog, and the flexibility to continue if extensions are approved, are likely to be well placed. The planned specification does not identify particular certifications or accreditations, so the stated requirements centre on forensic processing, report preparation and working with police-provided evidence.
