Summary of the contracting process

The City of London Corporation intends to procure architectural metalwork and feature stairs for its Barbican Renewal Programme. The works cover six areas: the Conservatory, Stair 8, the Art Gallery Foyers, the Foyers, the Catering Block and Infrastructure. The package combines new, proprietary and refurbished heritage metalwork. It includes feature stairs, balustrades, gates, handrails, walkways, access platforms and ladders, louvres, screens, planters, grilles, fencing and related metalwork. The Conservatory stairs, balustrades and walkways form the largest part of the package. The contractor will also develop the bespoke metalwork and stair designs, coordinate them with adjoining trades and provide structural calculations, fabrication drawings and connection designs. The works are at the Barbican in the City of London.

This is at the planning stage: the buyer has announced an intention to procure, but has not yet invited tenders. It expects to use a competitive flexible procedure, with an initial participation stage followed by an invitation to tender. The buyer anticipates publishing the next notice in November 2026. Its current timetable anticipates an expression-of-interest date in December 2026 and an award decision by March 2027; these are planning expectations, not a current invitation or response deadline. The estimated value is £5.5 million excluding VAT (£6.6 million including VAT). The planned contract is from April 2027 to March 2029, with an extension possible to September 2029 if the programme overruns. One package is planned, with options separately priced. The buyer expects to shortlist four candidates; evaluation includes financial and technical participation requirements and scored experience questions.

The work is suited to specialist architectural metalwork and stair contractors able to design, fabricate and install bespoke systems, as well as undertake careful refurbishment of existing heritage metalwork. Suppliers will need the technical capability to take the design intent through to a complete, buildable solution, including structural design for the feature stairs, balustrades, guarding, platforms and walkways. Experience in condition surveys and developing repair methods for refurbishment items will be relevant, as will the ability to coordinate interfaces with other trades and provide structural calculations, shop drawings and connection designs. The buyer identifies financial capacity, insurance, modern slavery and data protection as participation requirements, alongside scored questions on experience. Small and medium-sized businesses are considered suitable. The scale and range of work may also suit firms able to manage multiple work areas and specialist subcontractors.

Design Responsibility The package's bespoke architectural metalwork and feature stair systems are Contractor Design Portion. The design team specifications set performance requirements and design intent only; the Contractor develops that intent into a complete, buildable design, including structural calculations, fabrication and shop drawings, connection design back to the primary and secondary structure, the Building Regulations approvals that depend on them, and coordination at every interface with adjoining trades. Naming a specific product or finish does not relieve the Contractor of that responsibility. This includes the full structural design of the Helical, Spiral, West, East and South feature stairs; structural adequacy and loading design for all balustrades, guarding, working platforms and walkways, including permanent fall-restraint systems and their certification; and a condition-survey-led repair method and specification for every refurbishment item.
