Summary of the contracting process

Network Rail Infrastructure Limited plans a national framework for lift and escalator asset management and project delivery consultancy across Great Britain. The work is to support Network Rail and authorised users with lift and escalator assets and locations in England, Scotland and Wales. Services are expected to cover technical leadership; asset management and maintenance consultancy; assurance consultancy; project engineering; and client representative and principal designer services where required. This is consultancy and engineering support for rail lift and escalator assets, rather than a contract to supply new lifts or escalators. The framework is intended to give Network Rail and other authorised users a route to obtain specialist support across their relevant sites and assets.

This procurement is at the planning stage: Network Rail has set out its intention to tender for a framework, but has not invited bids. The expected contract period runs from 1 April 2027 to 31 March 2035, an initial eight-year term with break clauses throughout. The estimated value is £4 million excluding VAT (£4.8 million including VAT). Network Rail expects to publish a further notice on 1 December 2026. As part of preliminary market engagement, interested suppliers are asked to register by email to receive a questionnaire and return it by 5pm on 5 November 2026; Network Rail may seek clarification to help shape the future procurement. These engagement dates are not bid deadlines, and the proposed procurement may change or not proceed.

The framework is likely to suit consultancies and engineering firms with experience managing and maintaining lifts and escalators, particularly in rail or other complex operating environments. Suppliers should be able to provide technical leadership, asset-management and maintenance advice, assurance, project engineering, and client-side representation; principal designer capability may also be relevant where required. The breadth of services and national coverage point to a need for suppliers able to support work across multiple sites in England, Scotland and Wales, with the capacity to serve Network Rail and other authorised users over a long-term framework. The buyer has indicated that small and medium-sized enterprises and voluntary, community and social enterprises are suitable for the work. Interested businesses can use the planned market engagement to inform how the later procurement is shaped. No specific accreditation or minimum experience requirement has yet been stated.
