Summary of the contracting process

National Energy System Operator Limited (NESO) intends to procure a managed service provider for contingent labour, including temporary staff, to support its workforce requirements across the United Kingdom. The provider will manage contingent workforce programmes, source candidates directly and coordinate a network of recruitment agencies to identify and attract talent. The service also covers end-to-end programme management, workforce reporting and analytics, agency selection and management, governance, performance oversight, and a single point of contact for ordering, invoicing and operational matters. NESO may also ask the provider to supply supplementary permanent recruitment support. The procurement is for personnel supply and recruitment management services, rather than a direct recruitment of workers by NESO.

This procurement is at the planning stage: NESO has stated its intention to buy these services, but has not yet invited tenders. It expects to use a competitive flexible procedure. The planned contract period runs from 31 August 2029 to 30 August 2039. The estimated value is £60 million excluding VAT and £72 million including VAT. NESO expects to publish a further notice on 1 November 2027. The stated contract start reflects service commencement; the effective date may be up to 12 months earlier to allow mobilisation, implementation and transition. The planned procurement is presented as a single lot.

When the procurement reaches the market, it is likely to suit recruitment managed-service providers with the capacity to run large contingent-workforce programmes and coordinate multiple recruitment agencies. Relevant strengths include direct candidate sourcing, agency network management, workforce analytics and reporting, programme governance, performance oversight, and reliable ordering and invoicing operations through a single service point. Providers able to offer permanent recruitment support alongside contingent labour may also be well placed, although this is supplementary rather than the core requirement. The lengthy service period and the possible advance mobilisation phase point to a need for suppliers capable of planning and managing implementation and transition as well as ongoing delivery. The buyer describes the service requirements but sets out no particular accreditation or experience requirement at this planning stage.
