Summary of the contracting process

The City of London Corporation intends to procure works to upgrade the CCTV system at Middlesex Street Estate. The work is expected to replace defective and outdated cameras and install additional units to provide reliable, fit-for-purpose surveillance coverage. The principal contractor will also provide design input for the CCTV upgrade to support a Gateway 2 application to the Building Safety Regulator; this forms the Contractors Design Portion of the works. The procurement combines CCTV and electrical installation work with construction consultancy services. Delivery is at Middlesex Street Estate in London. The buyer is using preliminary market engagement to understand how suppliers would approach delivery and to gauge likely market interest before shaping its procurement.

This process is at the planning stage: the buyer has announced an intention to procure, but this is not a tender invitation and there is no competition to bid in at this stage. The buyer is conducting preliminary market engagement through its electronic sourcing portal, with a planned submission return date of 29 October 2026 at 17:00 for organisations wishing to participate in that engagement. The buyer expects to publish a subsequent notice on 11 January 2027. The estimated value is £460,000 excluding VAT (£552,000 including VAT). The procurement is planned as one lot, with an anticipated contract period from 1 July 2027 to 30 June 2029. No procedure or evaluation approach has yet been set out.

This work is likely to suit CCTV and electrical contractors able to replace and install surveillance equipment across an estate, including additional cameras and the associated system upgrade. Suppliers should be prepared to explain how they would deliver reliable, fit-for-purpose coverage and to contribute design input for the Contractors Design Portion and the Building Safety Regulator Gateway 2 application. The buyer’s engagement is intended to gather practical delivery approaches and gauge market interest, so suppliers with relevant project experience and the capacity to act as principal contractor may be well placed to contribute. Construction consultancy capability alongside installation delivery may also be relevant. The buyer has identified suitability for small and medium-sized enterprises; this is a single planned package rather than a set of separate lots. The engagement can inform suppliers’ preparation before the procurement is developed.

Notice Information

Notice Title

Preliminary Market Engagement - Middlesex Street Estate CCTV Upgrade

Notice Description

The City of London Corporation (the 'City') is carrying out Preliminary Market Engagement ('PME') in relation to the provision of a contractor to upgrade the Middlesex Street Estate CCTV system by replacing defective and outdated cameras and installing new and additional units to provide reliable, fit-for-purpose surveillance coverage. The principal contractor will also be expected to provide the necessary input for the successful submission of a Gateway 2 application to the Building Safety Regulator, relating to the CCTV camera upgrade, which will form the Contractors Design Portion (CDP) of the contracted works. This exercise will help inform our approach to the procurement, provide an opportunity to gain insight into how participants might approach delivery of the works in question, and offer a useful early indication of the likely level of interest in the proposed project from the market. Please note that this is not a call for competition.

Planning Information

The PME is being conducted via the electronic tendering system ‘City of London Corporation Sourcing & Contracts Portal’ (url:www.cityoflondon.ukp.app.jaggaer.com). To access the PME documentation, please register on the system for free and search ‘Middlesex Street Estate CCTV Upgrade’. Organisations should submit their completed PME document via the system by the return deadline of 17:00 on 29/10/2026 to participate. PME document submissions cannot be uploaded after the return deadline.
