Summary of the contracting process

Birmingham City Council is seeking specialist consultancy to turn its existing concept for the Birmingham UEFA EURO 2028 Host City Festival into detailed operational plans. The work covers fan zones, public viewing areas, a tournament spectacular, fan meeting points and associated walking routes for fans. It includes festival production, computer-aided design (CAD) planning, stakeholder consultation and integration of the overall Host City concept. The plans must meet UEFA requirements and support safe, inclusive, accessible and culturally relevant experiences for residents, visitors and fans. Delivery is in Birmingham. The commission covers festival development and operational planning; tournament-time delivery is outside the scope.

The Council invited offers through an open tender process, using an accelerated procedure because of urgency. The enquiry deadline was 23 October 2026 at 11:59 pm UK time; tenders were due by noon on 6 November 2026. The contract was scheduled to run from 4 January 2027 to 31 July 2028. Its estimated value is £320,000 excluding VAT (£385,000 including VAT). There is one lot. Evaluation is weighted 65% on quality, 20% on social value and 15% on price. The stated award decision deadline was 4 January 2027. Suppliers submit electronically through the Council’s In-tend system; English is the submission language.

This opportunity suits consultancies with demonstrable expertise in planning major-event festivals and translating event concepts into operational plans. Relevant capability includes festival production, CAD-based site planning, consultation with multiple stakeholders and integrating activities across a host-city programme. Suppliers will need to plan several connected public-facing elements, including fan zones, viewing areas, meeting points and walking routes, while addressing safety, inclusion, accessibility and cultural relevance. Experience working to UEFA requirements and coordinating with a local authority and other stakeholders would be directly relevant. The commission is for development and planning rather than delivery during the tournament, so it is suited to specialist planning teams rather than suppliers seeking an event-time production or operations contract.
