Summary of the contracting process

The London Borough of Enfield sought one consultant to survey its housing stock of approximately 15,800 properties, including tenanted and leasehold homes and high-rise blocks. The building surveying service would validate existing records and carry out more detailed surveys where information was missing or unreliable. It also covered whole-block surveys, including internal sampling of around 10% of dwellings; housing hazard assessments; energy performance assessments when instructed; resident liaison and appointment management; and evidence of failed access. The work would refresh data in the Council’s asset management system and support housing investment planning, property standards and safety compliance, and its carbon-reduction and energy-efficiency targets. A 50-property pilot, regular reporting, trackers and data uploads were also required.

The Council invited offers through an open procedure, but then cancelled the procurement. It said it was terminating the process while considering its options for the contract and how it fits with the wider programme. The tender set an enquiry deadline of 9 November 2026 at 12:00 and a bid deadline of 16 November 2026 at 12:00. The initial contract period was 1 April 2027 to 31 March 2030, with two optional 12-month extensions, subject to performance and mutual agreement, potentially extending to 31 March 2032. The estimated value was £1,125,000 excluding VAT (£1,350,000 including VAT), covering the initial term. Price and quality each carried 50% weighting. Economic and technical selection criteria were set out in the tender documents.

The requirement particularly suited building surveying consultancies able to manage a substantial, multi-year programme across varied housing types, including high-rise blocks, tenanted homes and leasehold properties. The lead consultant had to be a Chartered Building Surveyor on the RICS Accreditation Register. Delivery also called for the ability to assess housing condition and hazards, validate asset records, manage resident appointments and document access attempts, and provide consistent data, trackers and weekly reporting. Where instructed, energy performance assessments had to be undertaken by accredited energy assessors. Suppliers needed capacity to coordinate surveys across the Council’s stock, undertake whole-block inspections with internal sampling, and run the initial pilot. The tender identified the opportunity as suitable for small and medium-sized enterprises, although the procurement was subsequently terminated.

The services comprise: validation surveys of existing records, and more comprehensive attribute and characteristic surveys where data is missing or unreliable; whole-block surveys, including an internal sample of about 10% of dwellings; HHSRS assessments, with immediate reporting of Category 1 hazards (and Category 2 damp and mould); RdSAP EPC assessments by accredited energy assessors where instructed; resident liaison, appointment management and no-access evidence; weekly reporting, trackers and data uploads, plus a 50-property pilot.
